A leading international organisation with a strong presence in workforce management is seeking a skilled HR Services Manager to oversee and coordinate all HR operations across Japan.
This position plays a pivotal role in ensuring that employment activities and HR services meet both local compliance standards and global business expectations.
The OpportunityYou'll be the central figure in managing HR processes for employees engaged under employment outsourcing arrangements, acting as the link between internal stakeholders, clients, and employees.
The successful candidate will deliver a compliant, high-quality HR service that supports business operations while providing expert guidance on local labour practices and employment law.
Key ResponsibilitiesServe as the primary contact for HR-related matters within Japan.
Oversee the management and renewal of statutory licences required for employment operations.
Maintain compliance across all HR documentation, policies, and procedures.
Administer HR activities including onboarding, offboarding, and employee relations.
Draft employment-related documents such as contracts, confirmations, and amendments.
Monitor probationary periods, contract terms, and renewals.
Manage work permit applications and liaise with immigration authorities.
Prepare regular HR and compliance reports for internal and external use.
Support payroll coordination and statutory submissions through local partners.
Keep management informed of any legislative changes impacting HR operations.
Contribute to HR projects and provide advice on employee and client matters as needed.
About You
Hold a bachelor's degree in Human Resources or a related discipline.
Have at least 3–5 years' experience in a generalist HR position, ideally within an international setting.
Possess a valid Dispatch Manager Licence or have passed the relevant certification.
Fluent in both Japanese and English, with excellent written and verbal communication skills.
Well-versed in Japanese employment and labour legislation.
Experienced in managing mobility, expatriate, or outsourced employee arrangements.
Able to work independently, take initiative, and demonstrate sound judgement.
Based in or near Tokyo, with flexibility to attend the office as required.
