【募集背景
・業務内容】 デジタル庁では、組織体制を今後1,500人体制に拡大していくにあたり、職員全体の約半数を占める民間専門人材が所属するユニット組織の組織強化(ガバナンス含む)がより一層求められています。民間企業とは異なる、国家公務員ならではの勤務時間制度、評価制度をはじめとする各種規則に基づいて、職員一人ひとりの勤務管理や制度照会などに対応するとともに、そのマネジメントを担うユニット長を支援し組織の成長に貢献いただける方を募集します。
具体的な業務は以下の通りです。
・人事院や内閣人事局など関連省庁との調整に基づく勤務時間関連制度設計
・運用の実行 (例:在宅勤務手当、フレックスタイム制、インターバル制など働き方関連規定の新規策定
・周知、具体的な運用設計。月次勤怠報告、出勤簿等行政文書作成)
・給与チームや社保共済厚生チームなど、人事内の関連部署と連携しながら、デジタル庁の主に非常勤職員を対象とした人事労務
・庶務関連の業務の推進 (例:各種届出、証明書発行、共済検認、年末調整の業務支援)
・デジタル庁の主に非常勤職員を対象とした人事制度運用の推進 (例:評価、報酬、等級、任用等に係る各種制度の実行
・改善
・労務問題への対応および解決サポート
・その他、行政運営の遂行のために必要な業務
【採用予定人数】 1名
【募集期間】 令和9年3月31日まで ※定員に達した場合、期間内であっても公募を終了する予定です。 ※応募の状況により延長する場合がございます。

Requirements
・事業会社等での人事
・総務関係の3年以上の実務経験(勤務管理、給与支給実務経験などがあればプラス)
・多様な職員と円滑な関係性を築き、必要な事務を遂行できる高いコミュニケーション力
・関係部署と連携し、うまく周囲の支援を仰ぎながら、任された仕事を最後までやりぬく力
・データ集計含む高度な事務処理能力、業務改善
・効率化、フロー
・規程整備等の経験
・国家公務員関係法令に関する理解および学ぶ姿勢
・民間企業と異なる組織文化を有する行政組織で働くことを前向きに捉えつつ、新しい組織文化を作り出していく前向きなマインド
Preferred Experiences
・労務、採用、育成など幅広い人事業務の知識および経験
・人事制度や規定改定の方針を示すだけではなく、自ら手を動かして詳細の運用設計や実行を推進した経験

Working Conditions
Salary想定年収:450万~800万円 ※一般職の職員の給与に関する法律(昭和25年法律第95号)に基づき、職務経験や職務内容等を勘案し、常勤職員との権衡を考慮して給与決定します。 ※ 想定年収は、賞与(年2回)を含む、週5日フルタイム勤務の場合の理論値となります。 ※ ほか、超過勤務手当支給対象のグレードには超過勤務手当を支給します。 (例:想定年収600万円の場合、超過勤務時間平均20時間/月で年収660万程度)

【休日】 土曜日、日曜日、祝日、年末年始(12月29日~1月3日) ※年次有給休暇は、7ヵ月目から次の1年間分として付与されます(例えば、1週間当たり5日契約で、全勤務日の8割以上勤務した場合、10日間分付与)。
【任期】 任期:年度更新 ※入庁時の任期は年度末迄(最大1年)です。年度末に勤務実績考慮の上、双方合意に基づき、更新(年度毎の再採用)を行います。
【試用期間】 試用期間:1か月 ※週4日以上勤務の場合に限る
【留意事項】 応募者が民間企業などとの兼業を予定している場合、原則として、採用された任期中に応募者が仕様書作成など直接関与することとなったプロジェクトに関連する調達案件への入札に関し、兼業で所属している事業者等の参加が制限されます。
