Director – Infrastructure Project Delivery & Strategy Planning | Bilingual (JP|ENG)

Full-time | Hybrid (Tokyo Area)

Main responsibilities:

  • Align infrastructure initiatives with global business goals and local regulatory requirements.
  • Oversee execution of large-scale infrastructure projects, ensuring on-time and on-budget delivery.
  • Lead audit, compliance, and risk management across all infrastructure programs.
  • Provide high-level progress updates and strategic insights to C-suite stakeholders.
  • Manage budgeting, forecasting, and vendor sourcing strategies.
  • Build and manage a high-performing technical delivery organization.

Requirements:

  • 10+ years in IT leadership (Infrastructure, Strategy, or PMO).
  • Proven success managing enterprise-level project portfolios in the financial sector.
  • Strong understanding of regulated environments (FSA/JFSA standards).
  • Fluency in Japanese and Business English; strong executive presence.
  • Degree in Computer Science, Business, or a related field.

Good to have:

  • Professional certifications (PMP, Prince2, or ITIL).
  • Experience with Cloud migration and hybrid-cloud strategy.
  • Background in large-scale organizational transformation.

  • 予算策定、フォーキャスト、ベンダーソーシング戦略の最適化。
  • 高パフォーマンスなデリバリーチームの育成と統括。

Requirements:

  • ITインフラ、IT戦略、またはPMOにおける10年以上のリーダーシップ経験。
  • 金融業界におけるエンタープライズ規模のプロジェクトポートフォリオ管理実績。
  • 規制環境(金融庁基準等)に関する深い知見。
  • 日本語(流暢・ネイティブレベル)および英語(ビジネスレベル)。経営層との高い交渉力。
  • コンピュータサイエンス、ビジネス、または関連分野の学位。

Good to have:

  • PMP、Prince2、ITIL等の専門資格。
  • クラウド移行、またはハイブリッドクラウド戦略の実務経験。
  • 大規模な組織変革・トランスフォーメーションの経験。
