Job Title: IT Strategy Management Leader
Rakuten Securities, Inc. is seeking a highly skilled and experienced IT Strategy Management Leader to join our team in Tokyo, Japan.

Our IT Division develops and maintains all systems that provide services, managing hundreds of projects annually and proactively utilizing the latest technology and synergy within Rakuten Group's other services.
Job Description
This position will be responsible for planning and executing IT strategy, resolving issues, and overseeing system development and operation.
You will work closely with stakeholders to conceptualize a mid-to long-term IT strategy and manage all available resources in system development projects.
As a key member of our IT Division, you will be engaged in a wide range of activities across the department, including financial analysis, forecasting, and quality assurance.

Responsibilities
- IT Strategy Management: Plan and execute IT strategy, resolve issues, and oversee system development and operation.
- Financial Analysis: Conduct financial analysis using data for stakeholders' decision-making.
- Forecasting: Perform quarterly and annual forecasting.
- Development Cost and Resource Management: Manage PM and development engineers, review development contracts, and oversee project process, risk management, and audit.
- Quality Assurance: Establish guidelines and direct audit response, evaluate contractors, and optimize processes.
Requirements
- Experience in project management with a focus on administrative tasks (PM, PL, PMO).
- Experience in communicating smoothly with stakeholders, from strategic planning to promotion.
- Experience in standing between management and the field, resolving problems of both parties at an early stage from a systems perspective.
- Familiarity with IT flow involved in system development.
- Knowledge of finance and securities, experience in dealing with financial authorities, and experience in IT investment budget planning and forecasting.
- Experience in employee development and qualified internal control officer.
Work Environment
The successful candidate will be based in Tokyo, Japan, working in the IT Management Department, IT Division.

Rakuten Crimson House Aoyama (RCA) is our main office location, and this position is a seconded role from Rakuten Group, Inc. to Rakuten Securities, Inc.
