Job Title: Human Resources Lead at Rakuten Payments

You will oversee the recruitment and development of human resources within the Human Resources Department at Rakuten Payments.

As Rakuten Payments enters its third year of operation, the HR function is becoming increasingly crucial in supporting the diverse and complex business growth. Establishing HR policies and resolving issues are top priorities for management, requiring strategic actions to enhance overall company performance.

The HR team, comprising individuals in their 30s to 40s, focuses on mid-career hires across different teams such as labor and payroll, training, talent management, recruitment, and system planning. You will lead by creating and proposing necessary actions aligned with the company's overarching trends, policies, and objectives.

Responsibilities:

  • Develop and execute internal and external recruiting strategies
  • Implement internal and external recruitment measures
  • Drive internal communication to encourage the adoption of measures
  • Research job market information and trends
  • Enhance ATS and related operations
  • Manage budget, personnel, and other related tasks
  • Plan and execute employee development programs
  • Oversee program operations, instructor selection, participant support, and more
  • Monitor and enhance OJT implementation
  • Handle budget, resources, and departmental issues
  • Engage with internal and external stakeholders
  • Evaluate program effectiveness
  • Supervise vendor relationships

Required Skills and Experience:

Minimum of 2 years experience in recruitment (new graduates/mid-career) or human resources development. Proficiency in English - TOEIC score of 800 or motivation to achieve an equivalent score post onboarding.
