【募集背景

・業務内容】 デジタル庁は、人口減少社会や自然災害等の脅威、産業の海外展開や国際競争等に耐え得るデジタル基盤の強化を図るべく、政府が関わる情報システムのモダン化されたアーキテクチャへの刷新、データ連携の推進や信頼性を確保しつつデータを共有できる標準化された仕組み(データスペース)の構築、国

・地方デジタル共通基盤の整備等の様々な取り組みを推進しております。

その中でも、公共サービスメッシュは、行政が保有するデータを安全

・円滑に連携できるよう、機関間の情報連携

・地方公共団体団体内の情報活用

・民間との対外接続を一貫した設計で実現する情報連携の基盤です。このうち、機関間の情報連携は、マイナンバー制度に基づき、大量の情報連携や通知に対応する処理能力向上、コスト効率化等を実現するため、現行の中間サーバー等に相当する共通機能の提供や情報提供ネットワークシステムの刷新を行うこととしています。

上記取組において、システムアーキテクトは、法政度や業務に基づく要件を適切に解釈した上で、これを実現するためのアーキテクチャ、仕様等を設計し、最適なシステムの実現を目指します。また、ユーザである国の機関等との調整をサポートし、庁内の行政官や関連プロジェクトと連携しながら、プロジェクトを着実かつ円滑に推進します。

【業務内容】 具体的な業務内容は、以下の通りです。

・公共サービスメッシュ機関間情報連携サービスの設計

・開発

・運用管理に係る業務、及び公共サービスメッシュコアシステムの設計

・開発に係る検討

・国の機関等において整備している中間サーバーに独自に実装されている機能のうち、共通的な利用が見込まれる機能を機関間情報連携サービスとして提供するためのシステムレビュー及び検討

・国の機関等における機関間情報連携サービスの利用に向けた調整における技術的な支援

・システム構築の目的と要件を見極めたアーキテクチャの検討と実行

・政府での調達の仕組みを理解した上でのプロジェクトにおけるスコープ、コスト、スケジュール、リソース、リスク、調達方法の管理

・各プロジェクトのマネジメント方針やプロセス策定及び実行

・その他、行政運営の遂行のために必要な業務

【採用予定人数】 2名程度

Requirements
・大規模システムの要件定義、システム設計

・開発を担当した実務経験5年以上

・大規模システムにおけるクラウドサービスの設計

・実装

・運用経験

・エンタープライズIT領域における、ソフトウェア、インフラ基盤(仮想化、ネットワーク含む)、フロントサービス技術に関する知識

・主要なプログラミング言語によるコードレビュー経験

Preferred Experiences
・企業、国

・自治体等のシステム群におけるデータ配置及び機能配置の設計、データ連携方式などのアーキテクチャ設計の経験

・大規模システムにおける既存システムからの移行経験

・クラウド技術を活用した運用の自動化設計

・システム開発の導入を伴う業務改革の経験

・ゼロベースでの新規構築案件の経験

Working Conditions

Salary想定年収:700万~1,620万円 ※一般職の職員の給与に関する法律(昭和25年法律第95号)に基づき、職務経験や職務内容等を勘案し、常勤職員との権衡を考慮して給与決定します。 ※ 想定年収は、賞与(年2回)を含む、週5日フルタイム勤務の場合の理論値となります。 ※ ほか、超過勤務手当支給対象のグレードには超過勤務手当を支給します。 (例:想定年収750万円の場合、超過勤務時間平均20時間/月で年収820万程度)

Location〒 東京都千代田区紀尾井町1-3 東京ガーデンテラス紀尾井町 ※ただし、勤務地変更の可能性あり

Job Typeデジタル庁職員 ※身分は非常勤の一般職国家公務員となります。

Work hours【勤務日数等】 稼働日数:週5日 ※(上長の合意のもと)ご担当いただくプロジェクトの進行に支障のない範囲でリモートワークを実施いただくことが可能です。

【休日】 土曜日、日曜日、祝日、年末年始(12月29日~1月3日) ※年次有給休暇は、7ヵ月目から次の1年間分として付与されます(例えば、1週間当たり5日契約で、全勤務日の8割以上勤務した場合、10日間分付与)。

【任期】 任期:年度更新 ※入庁時の任期は年度末迄(最大1年)です。年度末に勤務実績考慮の上、双方合意に基づき、更新(年度毎の再採用)を行います。

【試用期間】 試用期間:1か月 ※週4日以上勤務の場合に限る

【留意事項】 応募者が民間企業などとの兼業を予定している場合、原則として、採用された任期中に応募者が仕様書作成など直接関与することとなったプロジェクトに関連する調達案件への入札に関し、兼業で所属している事業者等の参加が制限されます。

【その他】 採用者にあっては国家公務員法の適用を受けます。
