【公募概要】 デジタル庁では、各省庁に共通する業務に関する情報システムの企画開発及び各省庁

・地方自治体へのサービス提供を行っており、各行政機関の業務のDXや生産性の向上に寄与しています。本募集では、これらの省庁向けサービスの提供を担う情報システムの中でも、国家公務員の人事

・給与業務を処理する人事

・給与関係業務情報システム(以下「人給システム」という。)の、システムの運用や障害等に対応するための運用管理等業務(システム保守計画の企画立案、インシデント対応等)を担う職員を募集いたします。 具体的には、以下の業務において、参事官補佐又は主査として参画いただくことを予定しています。担当いただく業務内容は、職務経験やスキルを勘案し決定いたします。

【業務内容】 国家公務員の人事

・給与業務を処理する人事

・給与関係業務情報システム(以下「人給システム」という。)は、国家公務員の人事管理、給与管理、共済管理、職員からの届出

・申請処理等の諸機能を一体化した府省共通システムであり、令和7年4月時点で47府省等(常勤職員約30万人)において利用されているシステムです。 現行システムは第二期政府共通PFに移行するにあたり、アプリケーションの変更を最小限とし、第二期政府共通PFのマネージドサービスを適宜活用する方式(クラウド

・リフト)を採用し、令和5年10月から運用開始されました。 人給システムの安定運用を確保するため、システムの運用や障害等に対応するための運用管理等業務(関連する他システムとのQA、保守ベンダーとの工事調整、次期システム更改 ※等)を実施します。 ※ 「次期システム更改」については、令和7年度には方式設計

・アプリケーションの基本設計を、令和8年度にはシステム基盤構築

・アプリケーション改修を、令和9年度には結合テスト

・総合テストなどを行う予定となります。また、クラウドへのリフト

・アンド

・シフトの第2段階として、システム

・アーキテクチャを変更し、アプリケーションを改修してクラウドサービスをフル活用(クラウド

・シフト)する計画です。

具体的な業務内容は以下のとおりです。

Requirements
上記の業務内容に従事することに鑑み、以下の必須条件の全てを満たす方とします。

・ チームメンバーとの信頼関係を築きながら、期待される役割に対して責任を持ち、プロジェクトのステークホルダーとの 情報共有、意見交換、協働を促進し、利用者視点で真に効果的となるようにプロジェクトを推進できる能力

・ 業務情報処理システムの開発

・運用に係る実務経験 5年以上

・ 国又は地方公共団体等に向けたシステム開発

・運用に係る実務経験

・ Microsoft AccessやMicrosoft Excelを利用したツールの設計開発に係る実務経験
