A global and one of the world's largest Insurance Service provide is looking for a strong bilingual leader for the Assistant Vice President - AVP, Japan Technology Services within its Information Technology Department.


Responsibilities:

  • Own enterprise IT financial strategy, including budget governance, forecasting, and investment optimization
  • Provide executive insights on IT spend, value realization, and cost efficiency to support strategic decisionmaking
  • Shape IT investment strategy through ROI, TCO, and business case modeling
  • Lead enterprise IT portfolio strategy, ensuring alignment with business priorities and measurable value delivery
  • Govern IT resource capacity and demand to optimize utilization and control costs
  • Establish portfoliolevel risk, issue, and performance governance with executive reporting and transparency
  • Define and execute enterprise IT vendor strategy to maximize value, resilience, and risk control
  • Oversee strategic vendor relationships, commercial agreements, and performance management
  • Ensure robust vendor risk management across financial, operational, regulatory, and cybersecurity dimensions
  • Set enterprise standards for IT project and program governance across Agile and Waterfall delivery models
  • Sponsor and drive Agile transformation at scale, balancing speed, accountability, and governance
  • Lead organizational change to embed modern delivery practices, tooling, and culture across IT

Required Skills:

  • At least 15 years of total working experience in IT or similar capacity
  • Experience leading Project or PMO functions in complex, matrixed environments
  • Enterprisewide agile transformation in complex, matrixed environments
  • IT financials/portfolio management and performance metrics reporting
  • Strong knowledge of both traditional project management and agile delivery methodologies
  • Strong understanding of IT cost structures, including cloud services (e.g., Azure), software licensing, application development vendor resource costs and infrastructure
  • Hands on in managing IT finance or project costing, sharp with numbers
  • Technology consulting experience with a reputable Consulting Firm will have added advantage
  • Insurance industry (preferred but not mandatory)
  • PMP or Agile SAFe Certification
  • Excellent analytical, communication, and stakeholder management skills working in a highlymatrixed organization
  • Ability to influence and guide others in order to deliver results

Working Hours: 9:00 - 18:00 (Mon-Fri)
Working Style: 3 days' work in office, and 2 days' work from home

Salary:
Up to 28M JPY

Holidays:
Saturday, Sunday, National Holidays, Year-end and New Year Holidays, Paid Holidays

Services/Benefits:
Transportation expenses up to 20,000 yen per month, plus Paid leave, plus social insurance (health insurance, welfare pension, and work-related accident insurance), Periodic health examination, and Employment insurance
