『moomoo(ムームー)』アプリについて

『moomoo』は、FUTUグループが2018年に米国カリフォルニア州シリコンバレーで開発した個人投資家向け取引アプリです。プロフェッショナルレベルの分析ツール・リアルタイムのマーケット情報・財務データ・高度なチャート機能を、個人投資家でも簡単に使えるように設計されており、ユーザー同士が情報交換できる掲示板・コミュニティ機能も搭載されています。

2023年10月には日本市場向けにカスタマイズされたmoomooアプリを通じて、米国株取引サービス(24時間取引対応)を開始。2025年4月時点では、約7,000銘柄の米国株を取り扱い、そのうち約6,000銘柄以上が24時間取引に対応しています。

さらに、一般社団法人日本マーケティングリサーチ機構による2024年12月期の調査において、moomooは以下の4項目で主要ネット証券大手5社との比較で1位を獲得しています。

■業務内容:

ITガバナンス管理責任者

ITガバナンス管理責任者は、当社の情報技術に関する規制対応とガバナンスの整備を統括し、IT戦略が全体のビジネス目標および国内の規制要件と整合するよう管理します。この役割には、技術システムの開発、導入、維持管理の監督に加え、ITガバナンスの確立や規制対応の推進が含まれます。また、必要なルールや指針の策定、関連文書の作成・管理を行い、適切なIT運用を支えます。

ITガバナンス & 規制対応

IT部門の業務が国内の規制に準拠し、適切に管理されるよう、ガバナンスの枠組みを構築します。加えて、ITリスク管理や内部統制を強化し、必要な報告や監査対応をスムーズに進められる体制を整えます。

社内外との連携

関係部署と協力し、規制要件を満たしたITガバナンスの策定・運用を行います。また、規制当局との窓口としての役割を担い、必要な情報提供や監査対応を行いながら、適切なIT運用を確保します。

プロジェクト管理

IT関連プロジェクトを規制要件を考慮しながら計画・実行し、スコープと予算を遵守しつつ、ガバナンスとリスク管理の観点から適切に進めることを求められます。

文書管理 & 継続的な改善

すべてのIT業務が国内の規制や社内基準に準拠していることを保証し、適切なITルール、ポリシー、プロセスを策定・維持します。また、規制当局の監査や問い合わせに対応できる文書管理体制を確立し、規制変更に応じて適宜見直しを行います。

ベンダーマネジメント & コスト管理

規制当局、外部ベンダー、サービスプロバイダーとの関係を管理し、国内規制に準拠した技術サービスやサポートを確保します。また、IT予算を策定・管理し、コストパフォーマンスを考慮しつつ、規制要件を満たした適切なITソリューションを導入します。

Requirements

【必須(MUST)】

・証券業界でのIT管理経験(目安10年以上)を有し、ITガバナンスの確立・運用、規制対応、監査・当局対応の実績がある方

・IT予算管理およびコスト最適化の経験を持ち、戦略的にリソースを配分できる方

・サイバーセキュリティおよびデータ保護規制に精通し、適切なIT統制を実施できる方

・クロスファンクショナルな環境でのリーダーシップとコミュニケーション能力を発揮し、経営層・規制当局と連携できる方
