Overview

Oracle Communications Consulting is seeking an experienced Project Director to lead the end-to-end delivery of complex, multi-vendor telecom transformation programs in Japan. As the Project Director, you will drive delivery governance, ensure operational excellence, and manage executive-level stakeholder engagement. You will partner with cross-functional teams — including Project Managers, Architects, Engineers, and Account Leads — to deliver outcomes that meet scope, schedule, budget, and quality commitments. This role requires a bilingual leader with a strong background in telecom BSS/OSS transformation, risk and financial governance, and large-scale delivery execution.

Key Responsibilities

  • Delivery Leadership
  • Own end-to-end delivery accountability for multi-stream telecom programs.
  • Establish and maintain delivery governance, program controls, and reporting cadence.
  • Lead integrated planning, risk management, and execution oversight.
  • Program Planning and Governance
  • Develop and manage the integrated master schedule, dependencies, and critical path.
  • Drive scope management, baseline control, and change governance across workstreams.
  • Maintain alignment of program objectives with business outcomes and customer expectations.
  • Mentor and Guide the local team and global delivery team towards the successful project delivery within project budget and timeline.
  • Ensure the quality outcome of the project deliverables.
  • Customer and Stakeholder Management
  • Act as the senior point of contact for the customer, ensuring strong executive engagement.
  • Conduct regular program reviews and provide transparent, bilingual reporting.
  • Negotiate milestones, acceptance criteria, and formal sign-offs with customer executives.
  • Financial and Resource Management
  • Govern program budgets, forecasts, and profitability (EAC/ETC, margin, utilization).
  • Optimize staffing mix, vendor performance, and delivery productivity.
  • Ensure financial accuracy and compliance with Oracle delivery standards.
  • Escalation and Risk Control
  • Proactively identify and mitigate delivery risks and issues.
  • Lead structured escalation management and implement recovery plans as required.
  • Team Leadership
  • Coach and guide Project Managers and Leads across local and global delivery teams.
  • Promote a culture of accountability, collaboration, and continuous improvement.
  • Business Growth Enablement
  • Identify and shape follow-on opportunities such as change orders and extensions.
  • Partner with Account and Sales teams to support pursuit planning and strategic roadmaps.

Required Qualifications

  • 12+ years of project/program management experience, including 5+ years in a senior leadership or program director role.
  • Proven experience delivering large-scale telecom transformation (BSS/OSS or network) programs in multi-vendor environments.
  • Fluent in Japanese and English, with strong verbal, written, and presentation skills in both languages.
  • Demonstrated expertise in program governance, RAID, integrated planning, financial management, and change control.
  • Proven record of managing escalations, driving resolutions, and restoring delivery health.
  • Strong financial governance capabilities, including budget control, forecasting, and margin management.

Preferred Qualifications

  • In-depth knowledge of telecom processes, BSS/OSS architectures, and TMF frameworks.
  • Experience with Oracle Communications or comparable telecom solution suites.
  • Proficiency in program and portfolio management tools (dashboards, KPIs, performance tracking).
  • Experience managing distributed delivery teams across Japan and global centers.
