Summary:
As a part of the Goldbelt Taku Team, you will be providing medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government.
As a HealthCare Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.

Essential Job Functions:
Provide aspects of facility safety by assisting in assigning work, setting priorities, preparing schedules, and developing/executing safety plans for the entire MTF campus.
MTF:
Medical Safety Support Admin, Facility Management Flight.
Provide clinical safety and environmental support responsible for compliance with National Fire Protection Association (NFPA), Occupational Safety and Health Act (OSHA), installation, Japanese Environmental Governing Standards (JEGS), and The Joint Commission (TJC) regulations to ensure a safe and efficient working environment for patients, staffs and visitors.
Professional knowledge and demonstrated experience of established clinical safety, resource protection, and hazardous material/waste principals, practices, procedures, laws and regulations is required.
Extensive knowledge of TJC, OSHA, and NFPA codes is required.OSHA 30 certification is desired.
Knowledge of the requirements, methods and techniques for accident and mishap investigations, analyses, resolutions and formal reporting is required.
Knowledge of the mission of a medical organization and the skills necessary to develop safety management plans to effectively lead a multi-disciplinary working group is required.
Serves as the MDG's Unit Safety Representative.Conducts monthly inspections of the Section Safety Monitors (SSMs) area of responsibility, make sure SSMs appointment letter and training are updated and ensures binders are maintained correctly IAW Air Force (AF), 18 Air Base (AB), Occupational Safety and Health Administration (OSHA), and The Joint Commission (TJC) directives.
Oversee the MTF's Environment of Care (EOC) standards as established by TJC and brief Environment of Care (EOC) topics at the bi- monthly meeting.
Track and report safety and binder discrepancies to the Facility Manager and the EOC Committee.Tracks and trains SSMs on key responsibilities.
Submits Defense Medical Logistics System Support (DMLSS) work orders for identified facility related issues. The contractor shall update Management Internal Control Toolset (MICT) related to safety and environmental.
Answers MICT questions and reports to the Commanders Inspection Program (CCIP) meeting on Risk Management and Supervisor Occupational Safety Responsibilities Communicator and others as required.
Coordinates questions and attends training with the 18 Wing Safety Offices and escorts them on all safety inspections within the 18 MDG facilities.
Ensure all identified safety discrepancies are resolved in a timely manner.Act as a liaison between the 18 MDG and 18th Wing Occupational Safety (18 WG/SE) on all issues pertaining to safety.
Ensure that all AF Form 978s, Supervisor Mishap Reports, are forwarded to 18 WG/SE within 3 duty days from when the event occurred.
Responsible to tracks inspection results and briefs the Facility Manager and EOC on status of findings until they are closed.
Perform monthly EOC spot inspections in accordance with the USR EOC Inspection Checklist on at least two (2) sections assigned to 18 MDG and report any discrepancies to the respective SSM for timely corrective action.
Track and report discrepancies in the EOC meeting.Perform monthly verification on SSM monthly spot inspections.
When applicable, send out monthly reminders for those SSM that did not complete their inspection checklist.
Perform an annual review of section-specific Job Safety Training Outline (JSTO) Lesson Plans. Section's JSTO must be reviewed and updated annually by supervisors.
Advise and provide recommendations to section Non-Commissioned Officer in Charge (NCOIC) for timely revision/update when the plan is not up-to-date.
Intervene and correct situations that pose an immediate threat to life, health, or damage to government property.Serves as the MDG's Unit Environmental Coordinator (UEC).
Conducts monthly inspections of the Squadron UEC programs and binders ensuring they meet all AF, 18 AB, OSHA, Japanese Environmental Governing Standards (JEGS), and TJC directives.
Validates Squadron MICT checklists Stage-1 All Shops, and Stage-1 OCONUS, verifying all answers are accurate and up to date on a quarterly basis.
Ensure successful turnover of HAZMAT Monitors to include current appointment letter and training.Coordinates questions and attends training with the Base Environmental Office and escorts them on any inspections within 18 MDG facilities that relate to the UEC program.
Tracks inspection results and briefs the Facility Manager and EOC on status of findings until they are closed.Serve as the main point of contact in relation to hazardous materials and act as the liaison between the 18 MDG and the installation Environmental Office.
Provide overall direction to work area supervisors and section's HAZMAT Monitors when necessary.Advise the work area supervisors and the HAZMAT Monitors of any Installation's Environmental policies.
Assist HAZMAT Monitors with developing corrective actions to address identified findings.
Investigate and analyze hazardous conditions to determine the origin of the contributing elements to include reporting to the FM.
Report any discrepancies to the EOC Committee.
Perform quarterly verification of Hazardous Materials Assessment Checklist completed by HAZMAT Monitors.
Perform monthly spot inspection and report any discrepancies to the HAZMAT monitors and EOC Committee.
Oversee all aspects of facility safety by assisting in assigning work, setting priorities, preparing schedules, and developing/executing safety plans for the entire MTF campus.
Investigate and analyze mishaps and hazardous conditions to determine origin, causes and contributing elements.Compile and analyze mishap data, identify trends, and develop recommendations to reduce or eliminate mishaps.
Implement mitigation plans for the removal of physical, biological, and chemical hazards and monitor the training of MTF employees on safety, policies, and regulations for all hazards.
QualificationsNecessary Skills and Knowledge:
Maintain a level of productivity comparable with that of other individuals performing similar services.
Practice aseptic techniques as necessary; comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.
Function with an awareness and application of safety procedures.Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.
Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.Maintain an awareness of responsibility and accountability for own professional practice.
Maintain DoD email account as directed by government supervisor.
Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.
Each HCW providing service under this contract or resultant task orders shall undergo an orientation and shall complete mandatory Navy and DoD on-line training as required.
Be able to comply with all applicable Federal, State, and local laws, Department of Defense, Bureau of Medicine and Surgery, and MTF instructions and policies.
Proficiency in Microsoft Office software applications including Word, Excel, Access, PowerPoint, and Outlook.Minimum Qualifications:
Contractor personnel must be able to read, write, speak and understand English at least at the level of STEP (Eiken) 2nd grade, TOEIC score 519 or DOEFL score 456 level or higher.
Minimum of three years of similar work experience in a facility of at least 200,000 cumulative square feet and over 500 people assigned or credentials as a Certified Healthcare Safety Professional, or Certified Safety Engineer, or NFPA certified.
U.S. Citizenship.Preferred Qualifications:
An active security clearance is preferred.
A thorough understanding of the military lifestyle and experience working with military family members.
Working knowledge of relevant military, state, federal, and local laws and resources.
Highly developed written, oral, and presentation communication skills.
