Rakuten Securities, Inc. is the second largest online broker in Japan, having reached over 10 million general securities accounts last year, and is striving to achieve the top spot in the industry. It has worked to continually to expand and enhance its service lineup since 1999 and provides online trading services that allow users to invest in and trade stocks, exchange-traded funds (ETFs), and options, among others.
Department Overview
The IT Division develops and maintains all systems that provide services, delivering top-level customer satisfaction. It manages hundreds of projects annually, and proactively utilizes the latest technology, as well as synergy within Rakuten Group's other services.

Position Details
Supporting the systems provided by Rakuten Securities, Inc. from a management perspective, it is responsible for planning of IT strategy and resolving issues including budget control with overseeing system development and operation.
This position will be communicated smoothly with stakeholders and conceptualized a mid-to long-term IT strategy.
You will be in charge of managing all available resources in system development projects.
You will be engaged in the most suitable position depending on your experience and aptitude, then you will be responsible for a wide range of activities across IT Division.
We are looking for new team members who can be flexible and keep up with changes in the environment.

IT Strategy Management
Financial analysis using data for stakeholders' decision making
Quarterly and annual forecasting
Manage IT strategy and planning support for IT Division
Development Cost and Resource Management
Manage PM and development engineers
Review the development contracts
Overseeing Development Project Process, Risk Management and Audit
Manage Quality Assurance and establish the guidelines
Directing and supervising the audit response
Evaluate the contractors and optimization
HR Development Strategy
Organizing recruitment for new graduates and experienced employees
Selection and materialization of training contents
Others
Planning and promoting system development projects including cooperative business
Communicating smoothly with stakeholders

Role:
You will be assigned for manager or leader class role.
Mandatory Qualifications:
Experience in project managements with a focus on administrative tasks (PM, PL, PMO)
Experience in communicating smoothly with stakeholders, from strategic planning to promotion
Experience in standing between management and the field and resolving problems of both parties at an early stage from a systems perspective
Familiarity with IT flow involved in system development
Desired Qualifications:
Knowledge of finance and securities
Experience in dealing with financial authorities
Experience in IT investment budget planning and forecasting
Experience in employee development
Qualified internal control officer
