Rakuten Insight Global leverages its proprietary research panels across 16 countries and regions, mainly in Asia and Americas, and a panel network covering a total of 60 countries and regions. The team offers 24-hour coverage from 11 worldwide locations, providing exceptional marketing research solutions for 600+ clients across the globe.
As a candidate to lead the human resources for Rakuten Insight Business, you will support over 100+ global talents from around the world, by primarily solving human resources issues from Tokyo headquarters.
Partner with the leadership team to establish appropriate strategic Human Resources programs unique to their global location and ensure compliance with member country guidelines, policies and procedures

Why We Hire
In anticipation of future business expansion, this is a newly open position who will be exclusively managing Human Resource and General Administration for Rakuten Insight Global business. This position is expected to work closely with RIG management and Rakuten Group's Human Resource management team.
Position Details
We are looking for an experienced and dedicated Global Human Resources (HR) Manager to join our team. As a Global HR Manager, you will be responsible for ensuring that all our HR operations and strategies are coordinated globally. You will oversee the development and implementation of systems, policies, and procedures, and ensure all our operations comply with global and local legislation as well as Rakuten Group's policies.
Responsibilities
As a candidate for the head of the human resources and management department of Rakuten Insight Global, you will build, manage, and improve human resources services for over 100 global talents around the world
Work with country managers to manage the recruitment process for global talent
Operation management and improvement of evaluation system to bring out high performance and competency
Payroll payment operations in each country (cooperation with local HR teams and outsourcing companies)
Management and operation of other HR operations (welfare benefits, stock options, employee information updates, implementation of employee engagement surveys, etc.)
Solving personnel issues with management in accordance with business strategy
Holding and operating regular meetings
Ensuring legal compliance through collaboration with the HR department within the Rakuten Group
Manage and resolve complex labor relations issues and act as a facilitator when necessary

Office location in 11 regions/countries (Americas, UK, Singapore, Malaysia, Romania, Hong Kong, Korea, Taiwan Tokyo, India, China)
Management structure: Will be report into Head of
Operation will be executed in coordination with Rakuten Group Human Resources team (6 ppl)
Coordination with other back office functions such as finance, general affairs, and legal departments
Human resources positions have traditionally accepted mid-career employees as experts, but recently we have been accepting new graduates who have joined Rakuten Group through job rotation, and the number of new graduates is gradually increasing
Mandatory Qualifications:
has experience in global HR field or HR in foreign companies
Over 5 years of human resources experience

Although the possibility of transfer is low given the initial scope of work, there is a possibility of transfer as there are currently 12 locations within the group, including the Tokyo head office
