Department Overview
The position reports directly to Director of Procurement Operations Supervisory Department at Rakuten Group, Inc.
The Group Procurement Operations Supervisory Department is responsible for procurement operations across the entire Rakuten Group.
Within this organization, the role will be responsible for designing and executing procurement operations and organizational structures for overseas group companies, where standardization has not yet been implemented.
The mission of this role is to standardize procurement across the 101 overseas subsidiaries under Rakuten Group's control (as of December 1, 2025).
The position will design the organizational structure required to operate procurement processes end-to-end-from "source-to-contract" to "purchase-to-pay"-while implementing processes and systems that comply with the Group's procurement regulations.
It will also be responsible for planning and executing the rollout strategy. Execution is targeted for completion by around 2030, after which the role is expected to take on a leadership position overseeing global procurement operations from Japan.

Position Details
- Collect, organize, and analyze information on procurement functions and related organizations within overseas group companies.
- Design and launch organizational structures based on logical clusters—either regional or business-based—to manage overseas subsidiaries effectively.
- Plan and execute the implementation of the standard procurement system (SaaS).
- Establish communication pathways with overseas procurement teams and build a community.
- Develop a collaboration framework with the domestic procurement organization.
- Estimate and manage costs and budgets required for operating overseas procurement organizations.

Mandatory Qualifications:
- Experience working in a procurement role within a company that operates a global procurement organization, with direct involvement in overseas procurement functions (approximately 3+ years).
- Experience in indirect procurement sourcing.
- Business-level English proficiency.
Desired Qualifications:
- Experience working in the procurement organization of a global or multinational company.
- Experience in direct materials sourcing.
- Experience in establishing or launching a procurement organization.
- Experience implementing procurement systems.
- Experience developing procurement policies and designing operational rules.
