Description

The project governance manager is a senior role within the Project Portfolio Office reporting to the director of the department. Working with a small team of PMO professionals you will partner with stakeholders across the organization and the Asia-pacific PMO to ensure that Japan-based projects are governed correctly and conform to company standards. A significant portion of the work will be developing and improving the function and the team to better mature and support the project delivery functions.

Applying project and portfolio best practices at the enterprise level and being a role model for the PMO and delivery teams. The ideal candidate will have an aptitude for project management as a profession with a desire to one day oversee and run a PMO.

General Accountability

  • Lead and perform key activities to ensure adherence to the appropriate governance functions, standards, and practices relating to the run and maintenance of our enterprise portfolio of projects.
  • Act as the Japan authority for Project Governance and Oversight. Provide guidance and consulting to execution teams in accordance with enterprise guidelines, policies and practices.
  • Lead the team to improve, develop, and mature the PMO/governance function.
  • Business Case Oversight

  • All projects require a valid/feasible business case which is to be approved by senior executives. The governance manger oversees the pre-approval review process to ensure all business case documents meet standard levels and expectations. Reviews are coordinated by the governance manager but include stakeholders such as risk teams, finance teams, delivery teams, change management teams, and technology (IS) teams.
  • Business cases are reviewed by senior leaders monthly, and the governance manager must ensure that this approval process is run smoothly and to standards.
  • Projects are approved at multiple levels; country level, regional level, and global level. The governance manger ensures that approvals happen smoothly across all levels.

    Support improvement of quality of business cases to tell clear, concise stories that are aligned with the roadmap and overall local and regional strategy.
  • Project QA Performance Management and Reporting

  • Assess projects according to common criteria & oversight to provide feedback if any projects are off standardized track.
  • Work directly with project managers to address issues.
  • Provide data to regional team and track month-on-month performance and adherence to standards.
  • Oversee weekly and monthly project delivery reporting. This includes aggregating reports from project managers, confirming quality and completeness, and publishing and distributing the reports to senior leaders.
  • Work to improve the quality of the weekly project health reports. Aid in the automation of reports where feasible.
  • Develop metrics and KPIs that can be developed in project governance and delivery dashboards for various stakeholders.
  • Work with the regional PMO oversight team to improve compliance quality.
  • Portfolio Risk & Issue management

  • Working with local and regional risk teams, ensuring that all projects adhere to risk review and risk concurrence standards. Monitoring portfolio level risks and reporting on situations and escalating as needed.
  • Ensure that all project managers have taken required risk training (from the risk team) and relay any changes in risk standards from the risk team to the PM team.
  • Champion a risk-culture throughout the project delivery team
  • Key challenges

  • Project teams are diverse, large, and cover many responsibilities. Enforcing and improving compliance with governance standards can be a challenge.
  • Finding the right balance of enforcement of compliance, with expectations to ensure the business runs smoothly is a challenge. In other words, balancing the control function with the support/consulting function.
  • Dealing with low-quality business cases, project plans, and working with project delivery teams to improve quality is a challenge.

    Understanding what is a priority, controlling your own workload, and dealing with ambiguity is key. Must be able to self-manage.
  • Qualifications

  • University degree or similar.
  • 5+ years experience in either a project delivery function or a PMO function.
  • 3+ years in the insurance industry (Life Insurance or Financial Institutions preferred).
  • 3+ years in managing teams of people, either direct reporting or through projects.
  • Hands-on experience driving development & implementing improvement of business processes within large organizations.
  • Solid understanding of the Waterfall and Agile methods of delivery.
  • PMP, Prince2, Agile, or other project-related certification is an advantage.
  • PowerBI and Planview (or another PMM system) experience an advantage.
  • Competencies

  • A passion for project management and a desire to make changes to improve and mature the function.
  • A self-starter attitude to formulate improvement plans and deliver on plans to improve the function with little guidance needed from above.
  • Possess excellent leadership, diplomatic and motivational skills to lead cross-functional teams and coach/advise peers and staff.
  • Strong planning and organization skills with the ability to work independently with minimal direction in situations requiring adaption to changes.
  • Detail orientated. An ability to track and follow multiple projects and ensure that all are progressing to plan and conforming to standards. Tracking of details in either Excel, SharePoint, Confluence, Kanban boards, or other tracking tools is required.
  • Self-motivated, confident and willing to take ownership of the governance/oversight function.
  • Ability to successfully manage interaction with internal stakeholders with professionalism and collaboration.
  • Reporting - creating presentations for various stakeholders. In particular senior executive level/quality reports.
  • Ability to think and work creatively and work around traditional roadblocks.
  • Bilingual (business level) in Japanese & English is required.
