近年、官公庁を中心にシステム構築を伴う大規模で複雑なプロジェクトが増加しており、それに伴う事業上のリスクも顕在化しています 。これまでの成功・失敗事例から得られた教訓を形式知化し、組織的なガバナンスを効かせることで、プロジェクトの成功確度を向上させる体制の構築が急務となります。
本ポジションは、その中核を担い、システム開発案件の品質とリスク管理体制を構築・推進いただく、重要な役割です。
■組織・チームのミッション
担当いただくミッションは、システム開発案件に関する専門知識を集約し、提案から実行まで一貫したガバナンスを効かせるための仕組みを構築・運用することです。
個別のプロジェクトを成功に導くだけでなく、「プロジェクト失敗を未然に防ぐ」仕組みを運用し 、事業リスクの低減と収益性の向上に貢献していただきます 。
■具体的な業務内容
特定のプロジェクトに常駐するのではなく、第三者的な専門家として、複数の大規模案件を横断的に管轄し、以下の業務を主体的に推進していただきます。
提案・応札時のリスクアセスメント
大規模案件を対象に、応札判断会議等に参加
開発スコープ、工数、体制、リスク費用の妥当性を専門的観点から評価し、事業部門へ改善案をフィードバック
実行プロジェクトの品質モニタリング
高リスクと判断されたプロジェクトに「品質担当」としてアサインされ、定例会議への参加(月1回程度)やPMとの定期的な1on1を通じて、潜在リスクを能動的に把握
バグ発生数や進捗遅延率といった品質指標をモニタリングし、炎上の兆候を早期に検知・報告
要件定義書や基本設計書など、後工程に影響の大きい重要ドキュメントのレビューを実施し、品質を担保
インシデント発生時のPMO支援
問題が顕在化したプロジェクトに対し、スポットで参画し、原因分析、対策立案、実行をPMと伴走しながら支援
技術的な論点が絡むクライアントや協力会社との交渉の場に同席し、円滑な合意形成をサポート
品質管理プロセスの標準化・ナレッジ化
過去のナレッジを分析・体系化し、見積もり手法、リスク管理、品質管理の標準プロセスやテンプレートを策定・展開
現場PM向けの研修プログラムの企画・実施を支援
【募集要件】■必須要件(MUST)
SIerやコンサルティングファームのPMO、または品質保証(QA)部門において、複数プロジェクトの監査・レビューを第三者視点で実施した経験
ウォーターフォール開発における全工程(要件定義、設計、開発、テスト、移行)の深い理解
以下のいずれかのご経験(通算7年以上)
大規模システム開発プロジェクトにおいて、プロジェクトマネージャー(PM)として全体を統括した経験
システム開発における標準プロセス(見積もり、品質管理、リスク管理など)の策定・導入・定着化を推進した経験
■歓迎要件(WANT)
官公庁関連のシステム開発プロジェクトへの参画経験PMP等のプロジェクトマネジメントに関する資格保有
品質管理手法(例:定量的品質分析、テスト計画・設計)に関する専門知識
組織の立ち上げフェーズにおいて、主体的に仕組み作りを行った経験
アジャイル開発手法に関する知見・理解
