Basic purpose of the job

With the understanding the company-wide and TA/asset/target disease-specific perspectives, organically combines and synchronizes the Healthcare Affairs Plan and Regional Access plan aligned with other cross-functional plans (IBP, ICP, LR, etc.) and ensures that MAHA activities are aligned with the company strategy and TA/asset strategies, while at the same time, correctly understand and interpret the external environment and its changes/trends. To reflect them into the different level of the strategies such as for the company, TA/asset, and MAHA strategy at an early stage, strategic thinking and strategic leadership are needed.

Act as a liaison to internal business functions such as Therapeutic Area(TA), Medicine, Corporate Affairs(CA), coordinating and integrating the wide range of MAHA(Market Affairs and Healthcare Affairs) initiatives under development of Healthcare Affairs plan.

Accountabilities 

1) Develop and update Healthcare Affairs ("HCA") plan based on the generated insights on the opportunities and risks for the Company through the analysis of the external environment. - Closely monitor the discussions and implementation of healthcare policies. Engage with external stakeholders to understand the context of the changes. - Integrate the captured data points and generate the insights on the potential opportunities and risks for the company to share them with the relevant internal stakeholders including Executives in time.

2) Co-develop and execute asset/disease-specific and "Above Brands" initiatives and regional access plan for Regional Access Manager Group to shape the healthcare environment as a part of HCA plan. - Lead the discussions in cross-functional team, including both local and Corporate from the healthcare system perspective and identify the contribution of MAHA organization for multiple years tailored for brand/ asset as well as above-brand. - Oversee the project portfolio and track the progress with budget control and ensure the project management with relevant governance structure especially for RA plan - Lead the execution of agreed initiatives where appropriate.

3) Synchronize the Healthcare Affairs Plan with other

cross-functional plans (IBP, ICP, LR, IMC, etc.). - Embed insights, including the maximization of the identified opportunism and risk management into the plans from healthcare affairs perspective. - Update HCA plan as necessary based on the gained insights through the planning process and ensure the synchronization between HCA plan and other plans.

4) Design, optimize, and coordinate the MAHA operation

model to support different brands/assets and their

planning process. - Propose and agree on MAHA operating / collaboration model with TAs/ Asset team - Update MAHA operating model following latest situation/organization/TA playbook, if needed -

Regulatory and / or Organisational Requirements

Understanding on the related healthcare systems, regulation, laws and technology assessment methods (e.g. National/Regional budgeting process, National Health Insurance System, NHI pricing rules, Medical Service Fee systems, Cost-Effectiveness Analysis, Health economics and Outcome research, compliance regulations, regulatory science etc.)and key external stakeholders.

- Extensive understanding of Japan pharmaceutical operating environment and healthcare/medical policy landscape.

- Compile and visualize the complicated national/regional healthcare/medical policy and its shaping process, stakeholders to identify the risks and opportunities for the company.

- Understanding on the product/disease profiles and characteristics for BI brands/ asset is required for analysis external environment and HCA planning including regional access.

- Lead cross-functional team to execute HCA plan with open mind and deep understanding of healthcare system and each stakeholder's need.

- Build trust with external stakeholders to develop robust HCA plan and RA plan through the collaborations with relevant x-functional team.

- Coordinating an organizational priority on MAHA initiatives not only TA, but also above brands with considering Human Pharma objectives.

3) BI Global : Healthcare Affairs network (incl, Corporate HCA & PE), TAs

Job Expertise

- Extensive knowledge of the Japan pharmaceutical operating environment and health policy landscape.

- Strong knowledge and analytical skills to have a holistic view on the national healthcare/medical policy and systems, as well as the decision-making process of healthcare stakeholders, authorities, and regulators.

- Strong communication skills to lead HCA plan including Reginal access plan with critical thinking.

- Understand the healthcare/medical policy and its implementation in the past and potential development in the future.

The proper understanding of healthcare/medical policy including contained risks and opportunities impacts to the market preparation/shaping for our products/assets impact on maximization of product potential.

Minimum Education/Degree Requirements

University degree and/or graduate degree (MBA, MPH)

- Minimum 5 years' experience in the pharmaceutical industry.

- Leading experience a matrix team of cross functional colleagues.

- An extensive understanding of Japan pharmaceutical operating environment and health policy landscape.

- Ability to lead and manage a complex array of internal stakeholders with proactive and collaborative mindset

- Logical/analytical/system thinking skills with well-developed inter-personal and influencing skills.

- Conceptual skills to integrate the information/data and to spot opportunities and develop into initiatives.

- High levels of pro-activity, agility, persuasiveness, independent working and the ability to juggle and deliver against multiple tasks and competing priorities simultaneously.

- Ability to work under pressure in a fast-changing environment.

- Native in Japanese and fluent in English.

- (Preferred) Experience as the strategy consultant or analyst at think tank.
