Department Profile:
The Firm Resilience function design and implement an adaptive risk-based program and methodology that ensures the Firm's business continuity and operational resilience capability is fit for purpose through tests and exercises to protect key services, improve resilience, support readiness for disruptions and enable life safety.

  • Provide a framework and oversight for the development of business continuity plans
  • Identify Firm's key business services and coordinates operational resilience efforts across the Firm
  • Perform exercises and technology readiness testing
  • Integrate lessons learned in order to build operational resilience throughout the Firm

Team Profile:
Morgan Stanley has a key requirement for a Firm Resilience associate in Japan, to work as part of a global team to support strategic resilience programs development and fulfilment of internal and external planning and testing requirements. The team is focused on driving continued enhancement to the Firm's Business Resilience standard to ensure the impact of potentially disruptive incidents can be responded to robustly and promptly in alignment with business objectives and regulatory expectations. The function is also responsible for program governance and reporting, and development and support of Business Continuity tooling and transition of enhancements into production.

The agenda over the next few years includes continued enhancement to both continuity plans and testing scenarios against severe but plausible scenarios in support of business resilience whilst also ensuring alignment with regulatory expectations (e.g. 'Operational Resilience').

The Firm Resilience function is required to provide subject matter expertise to both enhance and expand existing programs around Business Continuity Planning including Operational Resilience and testing of Business Continuity Plans to ensure that, during a business disruptive incident, all Business Units will be able to recover and perform critical business processes and limit the impact of the incident to the Firm. A successful candidate will be responsible for the implementation of these enhancements by working closely with stakeholders from across the organization.

WHAT YOU CAN EXPECT FROM MORGAN STANLEY:

  • Resilience Planning and Key Business Services
  • Drive Business Continuity Planning program requirements by providing guidance and direction to Business Unit stakeholders to ensure their Business Continuity Plans are in accordance with the Firm's Business Continuity Management Policy and Procedures
  • Ensure Business Unit Business Continuity Plans are updated, tested and signed off in accordance with the Firm's Business Continuity Management Policy
  • Perform enhanced quality assurance of Business Continuity Plans on an ongoing basis and document findings for Business Unit stakeholders
  • Provide Business Continuity Planning tool training as required
  • Involve in the change-the-bank resilience initiatives such as implementation of strategic resilience tooling changes
  • Provide subject matter expertise advice to the Business Units on business continuity and operational resilience program framework
  • Maintain direct communications via monthly Business Unit planning meetings and activities
  • Assist the business in enhancing, formalizing, and standardizing the business continuity planning process
  • Coordinate periodic reviews and tests of established plans and procedures, report findings to management and make recommendations for improvements as needed
  • Actively drive and support local, regional, and global managed projects as required
  • Interact with country management to provide guidance, coordination, and support during a disruptive event, including escalation, communication and documenting lessons learned
  • Coordinate monthly reporting collation and distribution for program governance and monitoring purposes
  • Engage with senior management and participate in governance committees to effectively drive the Business Continuity Planning program
  • Response to all regulatory, client and audit engagement pertaining to Resilience programs in Japan
  • Identify Resilience risk and remediation to protect the Firm's assets
  • Support regulatory exams and documentations of Business Continuity including Key Business Services and Critical Business Services for Japan
  • Coordinate periodic tests of established Business Continuity plans and procedures
  • Support, facilitate and participate in internal and external tabletop exercises
  • At least 4 years in Business Continuity, Operational Resilience, Risk Management or related discipline
  • Business level English and native or equivalent level of Japanese fluency (read, write, verbal) is required
  • Understanding of existing and emerging regulatory requirements on the financial sector regarding Business Continuity and Operational Resilience
  • Understanding of industry best practices pertaining to Business Continuity Planning, Operational Resilience and Testing
  • Ability to manage and analyze a large set of data. Power BI, macro or other advance data analytic skill is an advantage
  • Excellent communication skills (written, verbal and presentation) with the ability to articulate program enhancements to key stakeholders
  • Strong relationship building and influencing skills
  • Ability to manage and interact with staff at all levels in the Firm
  • Proven ability to manage projects and deliver results across stakeholder groups
  • Ability to work in a fast-paced, evolving environment
  • Self-motivated, proactive, team player, and calm under pressure
  • Willingness to learn, develop, and take over new roles and responsibilities when required
  • Analytic thinking and procedural working approach
  • Willingness to occasionally work on weekends and out of business hours when required
  • Computer skills: Microsoft applications (Outlook, Excel, PowerPoint, and Word)
  • Certified Business Continuity Professional (CBCP) certification or similar
  • Risk Management, Regulatory or Technical background with experience in Disaster Response/Recovery background is a plus
  • Knowledge of BC Planning Tool, Fusion RM or equivalent
  • Experience with Asia resilience regulations
  • Experience in financial industry is an advantage
