部署・サービスについて
楽天モバイルの技術革新を推進するため、政府資金を活用した研究開発プロジェクトを主導します。具体的には、通信技術やグループ会社の技術アセットに基づき、国の助成金制度を活用したプロジェクトの企画・提案から、採択後の大規模なプロジェクトマネジメント、成果物の社会実装や国際標準化まで、多岐にわたる活動を行います。社内外のステークホルダーと連携し、技術的専門知識を活かして高品質で信頼性の高いソリューションを提供し、将来的なビジネス貢献を目指します。

募集背景
現在、当課が推進する複数の重要プロジェクトにおいては、複雑な通信技術や急速に進化する最新技術に関する深い洞察力、そしてプロジェクト全体を戦略的に俯瞰し、管理・調整する高度な能力が求められます。これらの要件を満たす人材の確保は、プロジェクトの効率的かつ効果的な推進において極めて重要です。

また、当課の活動は、主に国の助成金を活用した研究開発プロジェクトを軸としており、持続的な事業成長のためには、助成金プロジェクトの安定的な獲得と、そのための提案力強化が不可欠です。助成金獲得に向けた提案書作成には、高度な技術的専門性と、将来のビジネス貢献を見据えた戦略的な視点が求められ、この領域における体制強化は喫緊の課題です。

業務内容

  • 業務概要 本職務は、モバイル通信および先端技術知識をベースに、国プロの獲得および獲得したプロジェクトを最初から最後まで健全に管理を行います。 モバイル通信知識については、現在実装されている技術および6Gなど次世代通信に向けた知識を獲得、研究を推進いただくことになります。 また通信のみの研究ではなく通信 + 先端技術を組み合わせた検証を行うため、適宜組み合わせる技術獲得が求められます。
  • 業務詳細 ■計画フェーズ ・技術チームと協力し、楽天モバイル・楽天グループの戦略に沿った公募提案作成 ・研究開発の要件に合わせた研究開発実施計画の策定、研究開発目標および内容の定義、マイルストーン設定、研究成果数定義、これらに関するドキュメント作成 ・研究開発予算の計画策定 ・エンジニア(ネットワーク、端末、無線、クラウドなど)との折衝、調整 ・パートナー企業の選定基準作成および選定、契約ドラフト作成、締結手続き ・提案書や予算のレビューなど品質管理

  • 英語使用状況 本職務では、以下の様々な状況で頻繁に英語を使用します:
  • 文書によるコミュニケーション:技術文書、国際チームやベンダーとのメール対応、バグレポート、プロジェクト進捗報告。
  • 口頭コミュニケーション:グローバルチーム会議への参加、国際ベンダーとの協議、プレゼンテーション、技術ディープダイブ。

働く環境
当部門は5つの課で構成され、約50名の職員が在籍

必須要件:
・3 年以上の研究開発プロジェクトやネットワーク開発プロジェクトの管理経験

・社内外のステークホルダで成り立つプロジェクトの管理経験

・10 人以上が関与する関与するプロジェクトの管理経験

・日本語(ネイティブレベル)および英語での優れたコミュニケーション能力と対人関係スキル

・ステークホルダ間の課題を解決した経験

・テックチームや PR チームなど幅広いチームを巻き込み、率先してプロジェクトを推進した経験

・5G およびモバイル通信に関する初歩的な知識

・RFQ、RFI、RFP および SoW などの契約文書の作成経験

・PPT 等を利用したプロジェクト関連資料作成経験

・各省庁および研究機関向け提案書の作成

・産学官連携プロジェクトマネジメントの経験

・6G および Beyond・5G に関する知

・3GPP など国際標準仕様の知識

・3GPP、ITU-T、ITU-R、ETSI、O-RAN・Alliance など標準化に関する提案の経験

・通信ネットワークに関する特許検討、出願の経験

・AI に関する知識および AI を活用した課題解決の経験

・スマートデバイスまたは M2M モジュール開発プロジェクトの経験

・スマートフォンアプリケーション開発プロジェクトの経験

・Web アプリケーション開発プロジェクトの経験

・複数のチームや機能をまたがって独立して自主的に働けること

・戦略的に考え、問題を解決する能力、リーダーシップを示す能力

・課題解決/戦略的思考/仮説設計の能力

・プロジェクト管理ツールの使用経験(JIRA、Confluence など)

・PoC の計画・実施経験

・国際的なプロジェクトチームマネジメント経験、進捗管理等経験
