The opportunity
We are looking for an experienced and hands-on Compliance & Risk Manager to lead the build-out and operation of the legal and compliance framework for Pie Systems Japan.
This role goes beyond traditional compliance — You will play a mission-critical role in enabling Pie Systems Japan to safely scale regulated services, ensuring that compliance becomes a competitive advantage rather than a constraint.
You will partner closely with the Japan leadership team, the global Legal & Compliance organization, and external advisors to ensure that Pie Systems continues to operate with the highest integrity while innovating in the fintech and tourism space.
Key Responsibilities
Regulatory Compliance & Governance
Develop, implement, and maintain the legal and compliance framework for Pie Systems Japan, supporting our business models (tax-free shopping, POS/settlement integration, and funds transfer registration).
Monitor, interpret, and advise on relevant laws and regulations — including the
Payments Services Act
,
Act on Prevention of Transfer of Criminal Proceeds
,
Personal Information Protection Act
, and anti-bribery/AML/CFT requirements.
- Prepare and manage regulatory filings, license and registration applications (e.g., funds transfer business registration), and ongoing reporting to supervisory authorities such as the
FSA
.
- Build and maintain strong working relationships with regulators and relevant financial authorities.
Policy & Internal Controls
Design and operate internal policies, procedures, and training programs for AML/CFT, KYC, data protection, and whistle-blowing.
Lead internal compliance reviews and coordinate with risk, finance, and internal audit teams to ensure robust internal controls and continuous improvement.
Promote a culture of compliance across the organization through education and engagement.
Legal & Contractual Oversight
Draft, review, and negotiate agreements with retail partners, payment providers, POS vendors, and service partners.
Provide legal and compliance guidance to cross-functional teams to mitigate risk and support business decisions.
Collaborate with external counsel on complex legal or regulatory matters.
Global Collaboration
Work closely with the Global Legal & Compliance team to align Japan operations with global standards and best practices.
Provide insights on cross-border regulatory developments and emerging fintech compliance trends.
You need to have:
Minimum 5+ years of experience in compliance or legal roles within financial services, fintech, or payments industries.
Demonstrated experience in FSA-facing activities such as licensing, registration, or reporting under the Payments Services Act.
Deep understanding of Japanese financial regulatory frameworks, including AML/CFT and data protection.
Strong analytical and drafting skills, capable of translating regulatory obligations into practical business processes.
Excellent communication and stakeholder management skills; able to influence across all levels of the organization.
Language: Japanese (native or near-native) and English (business fluent).
Preferred Qualifications
:
Legal qualification (e.g., Attorney, J.D., or equivalent) or certification in compliance/AML.
Experience in a fast-scaling or international technology company.
Familiarity with retail, POS, or inbound tourism businesses.
Prior experience in a startup or high-growth environment.
