Job Description

  • Support the end-to-end commercial and contract control of major projects
  • Manage and implement construction project procurement strategies for acquiring construction works and services
  • Monitor and report on project financial performance: overseeing budget estimations, elemental cost plans, pre-tender estimates, cash flows, cost studies, value engineering, and related tender analysis and documents
  • Prepare construction tender documents including contractual review of construction drawings, specifications and pricing documents to ensure completeness, accuracy and consistence
  • Manage and execute the tendering, tender assessment and contract award processes and prepare associated contract documents
  • Perform all other pertinent procurement and contract management tasks for selecting competent contractor, obtaining the most advantageous tender for each contract and making contractually sound contracts
  • Ensure the procurement process achieve operational efficiency and consistency and comply with internal governance and procedures
  • Drive continuous improvement for the procurement function through analysis, market benchmarking and sharing of best practices
  • Provide professional advice on contract requirements and manage contract/commercial risks
  • Handle commercial issues and assessment of claims potential and entitlements

    • Qualifications

  • Professional membership in quantity surveying or other relevant engineering disciplines
  • At least 5 years relevant construction project procurement and contract management experience, preferably in railway or infrastructure projects
  • Experience in the formulation, setting up, procurement and contract administration is preferable
  • Strong communication, analytical and negotiation skills in Japanese and English
