This position is located at Director's Unit. Candidates selected for this position will serve as a Director MCCS.

This position includes a World Wide Hiring (WWH) package for the selected eligible applicant, which consists of Living Quarters, Post Allowance, and relocation expenses. Only current U.S. citizens are eligible for Living Quarters Allowance, Post Allowance, and relocation assistance. For those applicants currently assigned to MCAS Iwakuni or currently in a SOFA agreement, this may be not applicable. Applicants must currently physically reside in the U.S. to be eligible unless on official DoD orders outside of the U.S.

The initial length of this overseas tour for Iwakuni, Japan is three (3) years with potential of extending per management's discretion.

  • Effective 1 January 2018 all relocation expenses paid on behalf of employees or as a reimbursement are reportable taxable earnings and are now included in the IRS definition of compensation under Code section 415.
  • Candidates selected for the position, who wish to bring their family members, and require services in the overseas location, such as medical or dental care, will solely be responsible for obtaining care and paying for costs upfront, and submitting claims for reimbursement afterwards. The availability and level of care at host nation medical and dental facilities will vary by location. Please note that while civilian employees and their families are welcome to utilize military medical and dental treatment facilities, access to these facilities are on a space-available and reimbursable basis only, and services offered may be limited. Medical and dental care may be provided by host nation providers.

Major Duties

Summary of Duties:

The incumbent serves as the Director, Marine Corps Community Services (MCCS), Marine Corps Air Station (MCAS) Iwakuni, Japan. This position reports directly to the Commanding Officer, MCAS Iwakuni, on MCCS policy and other related matters. Incumbent is responsible for the executive management of all MCCS programs, services, and assets located on MCAS Iwakuni, Japan. Provides leadership, management, and overall direction for a multimillion dollar operating budget with include labor operations for a culturally diverse work force of well over 900 employees; facility maintenance support for approximately 80 facilities; and providing personal and community support.

The programs/departments managed consist of distinct, essential capabilities which include: Business Operations, (including extensive retail operations, clubs, shops and services), which provide goods and services to the military community and generate dividends critical to the successful operation of MCCS services); Semper Fit, (which enhances the personal and physical readiness of Marines and promotes healthy lifestyles for their families); Marine & Family Programs, (which contributes to an individual¿s quality of life through Lifelong Learning, Counseling and Advocacy, Community Services, Substance Abuse Counseling, and Child and Youth Programs for Marines/Sailors and their families);and Marine & Family Support Services (general support providing Financial Management, Human Resources & Training, Marketing, Maintenance, and Information System Support for all MCCS programs and services).

The MCCS Director is responsible for developing innovative operational strategies and executing sound business practices. This includes policy and procedural compliance, measuring the organization¿s performance, developing and executing multimillion dollar operating and capital budgets, and correcting failing strategies while exercising fiduciary responsibility for all operations. Fiscally responsible for managing a combined Non-appropriated Fund (NAF) and Appropriated Fund (APF) annual cash flow in excess of 50 million U.S. dollars.

The incumbent plans, reviews, interprets and implements policies established by higher authority. Resolves workforce, facility, and operational issues that may impact on the effectiveness of MCCS programs. Represents the organization to Marine Corps Headquarters, members of the community, and other commands on matters concerning MCCS projects and programs.

Lead by example with an emphasis on courtesy. Takes action to solve problems quickly. Alerts the installation Commanding Officer when important issues emerge. Develops and ensures implementation of an activity safety program in accordance with the applicable safety programs. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned by the Commanding Officer or higher authority.

Security Clearance:

This position requires a Secret Clearance (Noncritical-Sensitive). The condition of appointment is that the person must be able to obtain and maintain a Secret Clearance.

Emergency Essential Statement:

May be a member of the MCAS Iwakuni Crisis Management Team (CMT), incumbent serves as the primary POC for the Commanding Officer on all matters involving the operational shutdown of Non-appropriated Fund (NAF) activities of MCAS Iwakuni, Japan.

Qualifications

Qualifications:

Must have a bachelor's degree or higher.

Must possess executive-level experience that demonstrates possession of management principles in planning, coordinating, and attaining the goals and financial objectives of a large, diverse organization.

Knowledge of Marine Corps lines of authority and staff procedures is highly desirable.

Must possess Executive-Level management experience that demonstrates the ability to establish organization financial strategies, formulate comprehensive operating and capital budgets, and the ability to analyze industry trends and make organizational improvements.

Must possess exceptional oral and written communication skills as well as interpersonal skills to facilitate the interaction with U.S. and Japanese high-ranking military and local, prefectural civilian government officials and Host Nation leaders.

Must possess maturity and experience in dealing with situations requiring effective leadership, guidance, and/or constructive coaching of associate staff.
