Department Overview
The Tech Human Resources & General Affairs Department (THGD) supports the Technology Division and Community by attracting, developing, and retaining top talent. We are responsible for providing HR support on employee matters and implementation of talent development initiatives, including offering an extensive L&D function, to grow our employees and keep them engaged. We partner closely with business leaders to align the HR strategy and provide strategic hiring support to achieve the overall strategic organisational goals. Through our General Affairs team, we further contribute to smoother operations and a positive work environment for our technology teams.

Position Details
- Lead a high‑performing training team and help shape the future of technical learning experiences that impact engineers locally and across our global Tech Community.
- As a full‑time Tech Training Group Manager in the Technology Divisions, you will oversee the planning, execution, and continuous improvement of technical skills training programs for engineers and supporting members.
- You will manage a team of technical training program experts and assistants, ensure alignment with organizational strategy, and provide direct consultation to Tech Community Teams regarding learning opportunities utilization.
- This role requires strong program management, stakeholder engagement, and an L&D background to empower the Tech Community and enhance employee experiences.
Responsibilities:
- Design and co-create technical instructor-led and e-learning courses with internal and external Subject Matter Experts.
- Oversee the course catalog and delivery for technical training, ensuring content quality, relevance, and regular updates based on organizational needs and technology trends.
- Manage and mentor a team of technical training program experts and training assistants, coordinate onboarding and professional development for team members.
- Ensure operational excellence in training logistics, including scheduling, resource allocation, and process documentation.
- Conduct training needs analysis to ensure programs align with organizational capability requirements and evolving technical roles.
- Support Tech Community Teams and HR people partners regarding technical training and skills growth. Influence managers and senior engineering leaders to support adoption of training initiatives.
- Serve as the primary liaison with internal stakeholders (HR people partners, Tech managers, program sponsors, etc.) and external partners (speakers, Tech Talk providers, etc.) for program delivery.
- Analyze data to form a technical learning strategy for the Tech Community.
- Foster a culture of continuous learning and innovation within the Tech Community.
Mandatory Qualifications:
- Experience in designing, managing, and delivering technical skills training programs.
- Proven ability to manage and develop teams in a multicultural, global environment.
- Strong program or project management skills, including experience with learning management systems (LMS) and data-driven reporting.
- Excellent communication and facilitation skills, with the ability to engage stakeholders at all levels.
- Demonstrated ability to provide learning consultation and guidance to technical teams or application development teams.
- Commitment to continuous learning and adaptability to evolving team and organizational needs.
- English language proficiency (TOEIC 800 or higher or equivalent)
Desired Qualifications:
- Solid working experience with engineering, IT, or application development teams, or have a technical background.
- Experience with managing digital learning platforms and creating e-learning content.
- Certification in project, product, program management, or instructional design.
- Experience with tools such as MS Office, Zoom, BOX, Domo, SurveyMonkey, MS Teams, JIRA, Confluence, Articulate360, etc.
- Japanese language proficiency.
