Business Overview
The Technology Platforms Division (TPD) is responsible for building and operating the infrastructure and ecosystem platforms which power the Rakuten Group. Our mission is to provide the Rakuten Cloud and Ecosystem Platforms to accelerate the growth of Rakuten Group services.
Department Overview
Our department, B2B BSS Business Development Department (B2BBD), develops and maintains the BSS platform for MNO, VOICE, and ISP services. We are in charge of IT infra (on-premise and cloud environment) for the BSS platform.

The role of Systems Engineer is crucial for leading a team of Business Analysts in the future.
Overall Position Details
- Manage BSS releases
- Discuss and gather business requirements to create Change Request (CR)
- Create process/sequence diagrams for requirements
- Analyze business requirements with BSS Engineering team
- Review design documents for development and testing
- Ensure delivery of business requirements meeting Telecom Industry BSS standards
- Prepare and coordinate MVNO onboarding for BSS
- Participate in planning with stakeholders
- Support customer maintenance and system failures
- Provide BSS release test and support
- Support Ops and QA technically
- Review test cases for releases
- Support security and product quality testing
Mandatory Qualifications
Solid design experience in Telecom BSS, APIs (REST/SOAP), Oracle DB/SQL Queries, JIRA, Visio, Confluence
Experience in BA and/or PMO position
Desired Qualifications
Experience as a BA (7 years+) in customer management systems, billing systems, and application management systems
Experience in team management (5+ years)
BA/PJM experience in large-scale development
Experience as PM, PMO, or PDM
Experience in logical design of NoSQL DB
Experience integrating with external systems

Work Location: Tokyo
Additional Information on Language
In terms of language use, business documentation is mainly in Japanese, while BA outputs are in English. Conversations between business units and BAs are bilingual, and with the development side primarily in English.
