Summary About the Position:

Serves as a senior structural engineer responsible for all civil/structural and anti-terrorism and Explosive Safety reviews and/or in-house design work for both Host Nation and US funded projects in support of Army, Navy, Air Force, Marines, and other federal agencies in Japan.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for OPM Government-wide Direct Hire Authority to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities Reviews engineering documents and drawings prepared by the government of Japan for Host Nation projects. Assists in developing training strategies to support the professional development of the staff within the section.

Provides expert technical advice to engineers in other organizational units of the District office engaged in various aspects of engineering design and construction.

Identifies requirements for new or revised guide specifications. Reviews proposed revision to Engineering manuals, standard drawings, specifications, and guide specifications. Provides engineering support during construction, including shop drawing, field inspections, and design modifications.

Requirements Conditions of Employment Qualifications Who May Apply:

All US Citizens If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date.

Your overseas time served will not reset upon accepting assignment.

If you have returned from OCONUS within the past two years or less, your time previously served in the OCONUS area will be credited to your five-year overseas rotation upon accepting this assignment.

In order to qualify, you must meet the education and experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.


Basic Requirement for Engineer:
A


Degree:
Bachelor's degree (or higher degree) in engineering.

To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B.


Combination of Education and Experience:

College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:1.

Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2.

Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3.

Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above.

The courses must be fully acceptable toward meeting the requirements of an engineering program.4.

Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the Basic Requirement listed in the education section, to qualify for this position, you must also meet the qualification requirements listed below:

Specialized Experience for GS-12: One year of specialized experience equivalent to a GS-11 which includes: applying a wide range of professional engineering concepts, principles, and practices applicable to the more complex technical projects and covering the full range of engineering duties concerned with the evaluation and design of civil/military projects pertaining to structural and anti-terrorism design and modifications.

This is typical work performed at the next lower grade position in the federal service GS-11.


Time in Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Specialized experience for GS-13: One year of specialized experience equivalent to a GS-12 which includes: applying expertise in advanced engineering theories, principles, concepts standards and methods sufficient as to apply experimental theories and/or new applications or developments to extend or modify theories, concepts, and assumptions; resolve unique or novel problems, conditions or issues or significantly alter standard practices, equipment, devices, processes and known techniques.

This is typical work performed at the next lower grade position in the federal service GS-12.


Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12)


Separated Military Members:

U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation , the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation , then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI and DoDM Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

Selectees may receive certain foreign area benefits such as:
Living Quarters Allowance (LQA) or government quarters, home leave, etc.

Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI volume 1250.

For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
