【用地開発部の一日の仕事の流れ】鳥羽誠治
用地仕入 2001年入社
アイダ設計で働く社員は、どういった流れで一日を過ごすのでしょうか? 今回ご紹介するのは2001年に入社、用地部に所属し、土地の仕入れから契約の調整、そして住宅建設までの現場管理を行う鳥羽誠治さん。
「人と人とのコミュニケーション」を大切にしながら、時には数億円以上の土地を取引することもあるという鳥羽さんの一日に密着しました。

【AM 9:00】メールチェックと仕事内容の整理から一日をスタート
定時の9時から頭をフル回転させるために、逆算して6時には起きることが自分のルール。車で出社後はメールのチェックを行います。用地部では、月の契約数は1人10件ほど。そのほかにも決裁する案件を10件程度、仕入れエリアを1人あたり4~5県を担当しています。仕入れエリアからは月に60件以上の案件情報が上がってくるため、扱う案件はかなりの数に。
この日は自分宛に来ていた用地情報のお問い合わせや決済日や契約日が近い案件のメールなどを整理し、それぞれに優先順位をつけて対応します。
【AM 9:30】営業部門からの問い合わせに対応
仕事内容の整理を終えて、さっそく業務を開始。午前中は営業部門などから上がってくる用地に関する不安材料や、お客様との打ち合わせで出た問い合わせへの対応を行います。
用地の契約が決まったあとも「土地の中に何かが埋まっていた」「土地の上空に電線が通っていて建物を建てるのに影響が出る」など問題が発生することもあるため、そういった場合は仲介業者や土地のオーナー様と直接話をして調整をするのも、私たち用地開発部の仕事です。
用地の内容や形は何一つとして同じものはなく、毎回新しい発見があります。例えば、土地ごとに法令の制限や、上下水道の設置状況も違うため、契約書もその都度新しい内容で作ります。契約書を作るために役所の人と協議をしたり、契約書に必要な条例を調べたりと、自分の知識が増えていくのが、この仕事の面白いところですね。
【PM12:00】ランチタイムには同僚と情報交換を
問い合わせ対応をしていると、気づけばお昼に。ランチは同僚と近くの定食屋さんに行くことが多く、貴重な情報交換の場になっています。
担当する県によって土地に対する考え方は様々。例えば、2メートル以上の高低差がある場合、崖と判断することが一般的ですが、地域によってその捉え方はまちまち。県ごとにどういった考え方があり、どんな問題が発生したのかを共有することで、自分の担当する案件にもそこで得た知識を役立てています。

【PM1:00】不動産業者と用地の仕入れの商談
午後は不動産業者と用地の仕入れについて商談を行います。用地部には、土地の規模が小さいものから数ヘクタールというものまで様々な土地の情報が業者から送られてきます。それらを事業計画書をもとに精査し、仕入れる土地を決めていきます。
仕入れで大切にしていることは、「自分が住みたいと思えるかどうか」。南道路で日当たりがいい、水道や下水、電気が近くの道路に整備されている、車通りが少ない、というように自分が「住みたい」と思える土地はお客様に対しても自信を持って提案ができます。また、お客様が土地を買った後に造成費をなるべく抑えられるよう、高低差が少ない土地を選ぶようにしています。
商談の際は、業者の方から「アイダ設計の鳥羽さんに売りたい」と思ってもらえるよう、人と人とのコミュニケーションをを大切にしています。できる限り現地へ足を運び、直接土地のオーナー様とお話をしたり、普段から電話を掛け、他愛もない話をしたりといったことも行います。人間同士の付き合いを大事にすることで、長期的な関係に繋がることも多くあります。
いちばんやりがいを感じるのは、仕入れた用地がすぐに売れたとき。特に住宅を建てる前に土地だけ(更地の状態で)売れたときは、「いい土地を仕入れたな」と嬉しくなります。
【PM4:00】契約した土地へ行き、現場の管理や測量の発注を
用地の仕入れ業務が終わったあとも、用地部の仕事は続きます。分筆といって販売計画に合わせ仕入れた用地を分割したり、土木部の工事の前に業者に測量を発注したりと、用地を仕入れるところから建物を引き渡す手前まで、長いと1つの案件に2年間ほど関わり続けることもあります。
この日は実際に現場を訪れ、測量会社へ発注する内容の確認を行いました。単に現場を測量するだけの場合もあれば、分筆や区画形質の変更をするための許可が必要な場合もあるため、問題はないだろうかと常に疑問を持つようにしながら、現場を見て回ります。
【PM6:00】業務終了。退勤後は近所の子供と遊んで過ごす
その日に終わらなかった作業を書き出し、翌日の予定を立てて業務終了。最近は近所の子ども達と遊んだり、家でご飯を作ったりして退勤後の時間を過ごしています。
前職では設計の仕事をしていたこともあり、用地開発部で経験を積みつつ、将来は住宅に関わる仕事を用地の仕入れから住宅の設計まで領域を横断してこなせるようになりたいと思っています。
