"The Subcontracting Manager is responsible for managing all construction and/or module fabrication contracts in terms of subcontracting and contractual administration from the proposal phase to the close-out of a Project. As well, he/she is in charge of developing, managing and controlling construction subcontractors' portfolios in order to contribute to the center's competitiveness, performance and sustainability.

The Subcontracting manager coordinates and integrates various disciplines in order to perform his tasks.

For his/her tasks, he/she interfaces with, supports and/or performs as appropriate:

All engineering disciplines, in order to clearly quantify, qualify and describe the work to be performed by the construction companies
Planning and scheduling, in order to reflect and coordinate time aspects with the construction subcontractors
Construction management, to manage and coordinate the subcontractors in line with construction and commissioning requirements
Cost Control, on all issues which are required to set-up construction budgets, properly manage cost and budgets and control cost of the construction subcontractors
Commercial and Claim Management, on all issues related to commercial management of construction contracts, such as performance bonds, invoice processing, back-charge management as well as change management for the construction contract and the main contract
Creates and maintains a common database which will benchmark all E&C Subcontractors performances
Reports to the department manager, project manager etc. (necesarry peoples)
Understanding the domestic situation, environment and market
Maintain / establish competitive and reliable construction subcontractors (incl. qualification)
Supports the proposal team for proposal phase
Provide necessary information / data (benchmark, past data, latest market etc.)
Obtain the required input data for construction cost estimation by construction subcontractors
Contact / coordinate potential construction subcontractors
Obtain and check budgetary proposals from constructions subcontractors and provide them with the proposal team.
Follow up (if necessary)
Define the strategy of all construction subcontractors (consulted with relevant responsible people)
Placing orders with construction subcontractors during project execution phase
Define the potential construction subcontractors in PPP for the project.

Send RFQ packages to potential construction subcontractors timely based on PPP Expedite the project team and/or technical team to provide the necessary input (TRS packages), if necessary.

Obtain and check the quotation from construction subcontractors (incl. request the relevant people to check their offer)
Ensure that their offer meets our requirements (technical, commercial etc.)
Coordinate technical and commercial clarifications / deviations, if necessary.
Negotiate with construction subcontractors.
Prepare the comparison table and get approval from relevant approvers.
Issue the purchase order through ERP (SAP).
Follow up and support the site team, if necessary.
Manage Extra Work Orders (EWOs) and issues with site team, project team and technical team, if necessary.
Manage and negotiate the potential claim and commercial settlement of the contracts with the project team support.
Evaluate each construction subcontractors (commercial aspect)

During Proposal Phase

Analyze ITB from client :
review procurement specification with disciplines, identify with discipline leader potential impact of procurement requirements

Work with SPG to define procurement organization in line with proposal's specific needs


Define with the Order Management/ Expediting and Inspection team the project constraints, Customer requirements and applicable regulations to be taken into consideration in the procurement strategy.

Identify the impact on schedule, man-hours, organization and costs.

Prepare and distribute a commercial guideline to be followed by the Procurement team ("back-to-back" principle) during the proposal phase

Prepare the vendor list under consideration of existing restrictions (customer vendor list, local content, etc.) for proposal

Check of supplier qualification and validationj

Prepare and or validation "instruction to bidders" and issue RFQ

Make available pre-selected data to estimating department

During Execution Phase

Review the client contract and prepare a term and conditions for subcontract

When multi center execution involved, implement the procurement organization specific to project need

Plan manpower capacity in cooperation with and validated by the Head of Purchasing and Project Coordination

Assess need for specific tools and methods needed in view of project execution within procurement field

Update and maintain the Project Procurement Plan (PPP) together with Category Buyers regular basis

Ensure Project Supplier Progress Report is regularly updated by Order Management/Expediting stakeholders and validate reasons/causes of delay if applicable

Define critical equipment list (long-lead items, single source, etc.)

Create a project-specific Commercial Clarification Protocol for subcontracting based on the standard protocol

Particpate to the Kick-Off meeting (or communication)

Participate to the procurement meetings (Category Buyers, Expediting and Logistic.)

Review monthly and, if necessary, revise man-hour budget if needed.

Share the "NCR" notice to Category Buyers for further action. Coordinate periodic review of NCR progress and escalate whenever needed in order not to put the project under risk.

Review periodically the progress and quality risks

Identify and manage the potential claims and/or LD application towards suppliers

Coordinate project capitalization of Procurement sub-functions
