Salary Range: $53,164 - $93,038 Annually
This is an Internal Posting open ONLY for current North Carolina State Government employees and eligible RIF Candidates from NC State Government. To include eligible current Temporary Employees.
The primary purpose of the Department of Adult Correction Controller's Office is to ensure that all department financial resources and funds are received, disbursed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controller's Office at the agency level has oversight responsibility of the North Carolina Financial System in regard to transactions which affect the financial responsibility of this department and are accountable to the Office of the State Controller for the integrity of that data.
Knowledge Skills And Abilities/Management Preferences
The Fiscal Policy/ACFR Section in the Controller's Office is responsible for the preparation of the Department's Comprehensive Annual Financial Report (ACFR), and ensuring that the ACFR information is complete, accurate and prepared in accordance with GAAP and timely submitted to the Office of the State Controller. This section is also responsible for various other reporting requirements for the Department, including Inmate Costing, Account Receivable Reporting and the quarterly Sales and Use Tax Refund.
The Fiscal Policy/ACFR Section provides leadership and coordinates the development of and changes to fiscal policy, ensuring the Department's fiscal policy is in compliance with State and Federal laws and regulations.
The Fiscal Policy/ACFR Section is also responsible for several other functions including preparing complex monthly reconciliations such as Fixed Assets, the Disbursing Accounts, and the Work Release Bank Account; and assisting with EAGLE (Enhanced Accountability in Government through Leadership and Education), which is a process that documents and evaluates the Department's internal controls.
Management Preferences
- Proven experience working in accounting systems
- Strong Knowledge of governmental accounting practices and fiscal policy.
- Excellent analytical, problem-solving, and communication skills.
- Ability to review and document compliance with laws and regulations.
Responsibilities Include, But Are Not Limited To
- Provide updates/ draft new Fiscal Policies and Procedures.
- Annual Inmate Costing –Compile the inmate costing reports for Prisons, community supervision and Alcoholism and Chemical Dependency Programs costs
- Plan and organize the Annual EAGLE process of Internal Controls and fiscal policies.
- Complete the Monthly Bank Reconciliation
- Compilation of the ACFR and the Stand Alone notes to the Financial Statements
- Other duties as assigned by the Manager
This is a full-time position (40 hours per week) with State Benefits.

Minimum Education And Experience

Bachelor's degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience.
