The incumbent serves in a trust and confidence position, possesses and maintains competencies in the areas of personal financial management, employment, education and vocational/technical disciplines, with an emphasis on providing personal financial management education and counseling.

Helps clients assess values, interests, abilities and skills and relate these to opportunities for employment, education, training and life skills.

Liaises with unit commanders to promote the use of advisement services. Administers and interprets psychometric tests and personality inventories.

Provides initial assessment of the client's career and personal readiness circumstances and provides basic advice in order to aid the process of supporting their individual development plan.

Refers clients to other resources or programs as appropriate.


Plans, organizes and implements a comprehensive personal financial management education, training and counseling program, in compliance with federal law and current military policy, which emphasizes individual financial responsibility and accountability, along with increasing financial literacy of customer base.

Facilitates Personal and Professional Development's workshops, activities, and events. Areas of instruction include employment, education, vocational/technical, and personal financial management disciplines.

Provides input to HQMC P&PD subject matter experts to identify competencies, establish prioritized goals and objectives, develop instructional materials, and collaborate with other instructors and industry representatives to ensure relevance in programming.

Adapts instructional strategies to meet student needs and utilizes technology and varied media as appropriate. Supports ongoing student assessment and works with other programs to ensure student achievement and effectiveness of instruction and advising. Uses assessment data to improve course and advising delivery. Assists in the scheduling of classes to meet the learning needs of students and instructional demands of the program.

Manages the classroom effectively.

Follows the assigned schedule, provides students with course syllabus, establish a safe and respectful learning environment, maintains accurate student attendance and achievement records, and ensures opportunities for student participation, collaboration with peers, and course/facilitator evaluation.

Maintains the standards of achievement that are necessary in meeting the demands of occupations, education opportunities, technical training, or personal financial management for which students are being prepared.

Collaborates with other programs within Marine and Family Programs to provide comprehensive support to service members and their families at all stages of the military life cycle.


Provides client assistance/non-clinical financial counseling by analyzing and defining problems and issues presented, offering referrals for crisis intervention, making initial case assessment to analyze and assess individual financial concerns, and providing appropriate guidance in developing short term, immediate, and long-range financial plans.

Counseling at the NF-3 level will be either observed or supervised counseling. Assists in disseminating information and education on commercial solicitation. Provides case management and adheres to all applicable privacy acts.

Educates clients to clarify, identify, and prioritize goals and provide with appropriate financial data and practical knowledge to enable clients to make informed choices and develop personal and career related plans.

Provides mandatory training on a continuing basis for in-processing personnel.

Submits marketing requests to ensure population is informed of all financial services. Maintains a library containing program literature, publications, manuals and other materials describing resources. Identifies and reports current trends and significant financial data in newspaper articles and publications.

Gathers, maintains and reports statistical data as required by the P&PD Director and the HQMC Financial Program Manager.

Provides World Class Customer Service with an emphasis on courtesy. Asks questions to determine, verify and solve problems. Takes action to solve problems quickly. Alerts higher level supervisor or proper point of contact for help when problems arise.

Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety and other environmental issues and programs.

Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
