Yokosuka Commander, Navy Installations Paid Work
Summary This position is assigned to the Fleet and Family Readiness (FFR); Commander, Navy Region Japan (CNRJ).

Incumbent serves as staff analyst and principal advisor to the Commander, Navy Region Japan on significant programmatic matters related to Personnel Support and Quality of Life (QOL) concerns for Navy personnel and their families.

Duties include but are not limited to:

Performs regional oversight of Navy QOL programs, to include Morale, Welfare and Recreation (MWR); Fleet and Family Service; Child Care; Family Advocacy; Family and Unaccompanied Housing and General Mess programs.

Determines personnel availability through subordinate activities, their capabilities, types of programs, methods and program delivery, including contracting, interface with other organizations within the command.

Issues impacting final program outcomes to ensure accomplishment of tasks. Directs adjustments in operations and policy as required to assure accomplishment of program objectives.

Evaluates QOL program operations through periodic review of fleet and shore support requirements and personnel trends; operations reports; surveys and briefings by subordinate Managers.

Develops regional organization structure, policies, goals and objectives for specific QOL programs in coordination with Commanding Officers of Navy Activities, Navy Claimants, CNIC, and Navy Personnel Command (NPC) and Program Managers.

Develops standards and techniques for managing, performing and monitoring organizational duties Develops effective data base management systems for tracking program operations to ensure successful accomplishments of subordinate program operations.

Develops new concepts for CNRJ regional commands, Navy claimants and NPC to improve operational efficiency, reduce costs, achieve Navy goals and increase program quality.

Coordinates concepts with other services, claimants, commands and departments within CNRJ to ensure consistent practical program applications.

Participates in national, regional, local and federal, DoD and civilian organization management meetings to identify programs of regional and command wide interest.

Conducts program audits, inspections.

Facility evaluations and participates in investigations as required or requested to ensure effectiveness, efficiency and fiscal soundness of QOL operations.

Ensures design and implementation of timely review and inspection processes for QOL programs within the region.

Participates in management and planning conferences attended by higher Navy authority, Navy claimants and Navy program managers, CNRJ department heads, regional commanders and other federal and local authorities to ensure proper work flow, timely completion with special focus on regional programs and tasks.

Chairs regional boards of management and other program management/advisory bodies to guide QOL programs operations. Establishes and directs regional inter-service program framework for specific program initiatives which improve regional program efficiencies.

Recommends, interprets, coordinates, disseminates, implements and determines risk, costs, benefit of policies, regulations and procedures, technical soundness, adequacy and efficiency in administration and operations of program matters.

Coordinates planning and actions necessary to resolve new and developing problems including complex issues characterized by controversy and which have significant regional Navy and DOD impact.

Initiates technical, economic or social studies for program objectives employing appropriate methodology of analysis to examine alternatives and for final decision on the course of action Reviews and guides development of subordinate command QOL program budgets including MWR, Child Care, Family Advocacy, Family and Bachelor Housing, Fleet and Family Support Center and General Mess operational funding requests.

Budgets, allocates, and manages funds for the CNRJ community support programs. Defines budges requirements for assigned functions on an annual and quarterly basis.

Modifies budget plans for QOL program operations responding to changes in policy, funding objectives, funds available, objectives, and personnel directing required action to correct deficiencies or meet program objectives.

Plans, coordinates, organizes and implements programs designed to enhance the effective use of total resources in the operation of Navy Personnel Support Six programs.

These resources support over seven installations throughout the CNRJ AOR, with annual appropriated fund expenditures of approximately $100 million, non-appropriated fund expenditures of $80 million, and includes over 3,000 employees.

Maintains oversight of execution and accountability of MWR, Child Development (CD), non-appropriated funds (NAF).

Issues NAF budgets and execution guidance, coordinates budget submissions, and has review and approval authority for all NAF budgets submitted by CNRJ commands.

Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) to direct reports.

A qualified candidate possesses the following:

Seven or more years of specialized experience managing multiple quality of life / quality of service programs for military service members and their families.

Knowledge of and ability to execute Non-Appropriated Funds Management.

Knowledge of budgeting, financial execution, cost analysis and business planning in order to make recommendations concerning changes in funding and develop budget plans that reflect appropriate changes in programs, use and availability of funds, operational requirements, policies, methods and sources, and types of funding.

Knowledge of the POM Execution/Planning (POM=Program Objective Memorandum) to allocate resources for program(s) to meet the Service Program Guidance and Defense Planning Guidance.

Knowledge of and skill in providing oversight management of functions for MWR, Fleet and Family Services, Family Advocacy, Child Care, Family and Bachelor Housing, and General Mess Program.

Ability to perform the full-range of supervisory duties. Education This position does not have a positive education requirement. Additional Information
