Job Description

SUMMARY

Support the overall Marine Corps Warfighting Laboratory (MCWL) Experiment Division Opposition Force Civil Support effort focused on realistic and complex scenario development, scripting, and creation of Master Scenario Events List content that realistically reflects the operational environment and supports experimentation objectives. Supervise and coordinate the design, plan, and execution of Civilians on the Battlefield Role Players for scenario use.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Interact with MEF staff to assist in the identification of operational shortfalls and requirements that shall be fulfilled by technology solutions and provide recommendations on technology integration and operational requirements at all levels of security to include SCI access.
  • Assist in the preparation of memorandums of understanding for the conduct of specific experiments and provide the initial coordination for any MCWL/FD experimentation, demonstrations, and technology integration conducted with the MEFs.
  • Prepare and give presentations to audiences, both technical and non-technical, ranging from senior government officials to operational end-users.
  • Assist in the development and execution of visitor and media plans for the conduct of experiments.
  • Maintain regular and punctual attendance.
  • Other duties as may be assigned.
  • SUPERVISORY RESPONSIBILITIES

    None.

    MINIMUM QUALIFICATIONS

  • Bachelor's degree from an accredited institution and Master's degree with senior level military course of instruction.
  • Completion of the Defense Acquisition University (DAU) Fundamentals of Acquisition Managements (ACQ 101 or an equivalent course) is mandatory.
  • Prior Marine Corps command (Battalion or above) or staff (Regiment or above) experience planning and conducting military operations.
  • Must have Top Secret SCI eligibility/access or confirmed eligibility by Central Adjudicating Facility to attain SCI access within thirty (30) days of commencing support.
  • Demonstrated knowledge of the Expeditionary Force Development Systems (EFDS), the Joint Capabilities Integration Development System and the organization and mission of the ONR and the MCWL/FD.
  • Experience required in military experimentation and integrating operations concepts and requirements into new and emerging technologies.
  • Knowledge and understanding of the conduct of military and Marine Corps operations and Tactics, Techniques and Procedures and working knowledge of the Marine Corps, its missions and structure.
  • Two (2) to five (5) years of Training expertise.
  • Range Safety Officer qualified.
  • Ability to interact and effectively communicate with Marine Corps senior uniformed officers and senior executives.
  • Writing skills commensurate with article submission to military publications.
  • DESIRED QUALIFICATIONS & SKILLS

  • Must have an intermediate knowledge of the Microsoft office suite.
  • Excellent oral and written communications skills.
  • Must be able to work independently with little or no supervision, be exceedingly well organized, flexible.
  • Strong organizational skills and detail oriented.
  • Ability to prioritize multi-tasks successfully.
  • Demonstrated ability to perform diverse duties under operating and deadline constraints.
  • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.
  • Job Requirements

    WORK SCHEDULE

    Full-time. May be required to work additional hours as needed to complete assignment or project.

    TRAVEL

    The exact dates and duration of travel will vary dependent upon location and requirements of individual experiments or events to include planning, attendance at meetings, conferences, or wargames. The expected travel time is less than 25%.

    DRIVING REQUIREMENT

    Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 10%.

    WORK ENVIRONMENT

    Work is performed in both an office setting and occasionally in an outdoor USMC appropriate field environment. Live-force experiments are conducted in field environments both CONUS and OCONUS, often in conjunction with operating force exercises which shall require travel to other government facilities or other contractor facilities to include weekends. Experiments will execute in accordance with exercise schedules requiring extended hours of up to 24 hour a day coverage. Tasks may need to be executed aboard military vehicles, ships and aircraft. Shipboard planning sites may be a requirement, and time underway may be required as necessary. May be exposed to sharp objects, some heat, loud noise, chemicals, and vibration. Use of personal protective equipment is mandatory. Employee will be exposed to a wide variety of people in differing functions, personalities, and abilities. Possession of a valid driver's license is required.

    PHYSICAL DEMANDS

    Position consists of seeing up close and sitting for long periods of time, bending, stooping, crouching, and lifting up to 50 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse.
