The HSE Lead is the 2nd line HSE specialist role, commonly positioned at OpCo level, and reporting directly into to the General Manager (business reporting line), to underpin the overarching importance of Health, Safety and Environment to the business of Nutreco and simultaneously reporting in dotted line to the HSE Mangaer (functional reporting), to coordinate the deployment and implementation of the Global HSE Standards.
The General Manager and the HSE Lead have a joined responsibility for hiring, firing, target setting and appraisal of the HSE Advisors/ employees
The level of the role HSE Lead relates to size and complexity of the entity.

HSE Policy, Plans & Standards
Act as HSE subject matter expert to support the deployment and the implementation of Global HSE initiatives
Deploy the Business HSE strategy and programs, policies, procedures and standards in order to provide support to the management and the business for full compliance to HSE standards and continuously improve the HSE performance throughout all business processes.
Coordinate the OPCO HSE Council and lead the HSE Quarterly Management Reviews
Formulates the HSE year plans, budgets, annual objectives and HSE goals for the entity, and, after approval, ensures the execution thereof
Manages the implementation of new or changed policies, programs and standards and practices, follows through to ensure 100% implementation
Drives the development of safe standard work practices and procedures
Risk management, Inspection & Audits
Manages the implementation of emergency & occupational safety and risk inventory and evaluations for the entity
Ensures the monitoring of HSE performance / conformance through inspections; Recommends actions for improvement. Organizes management tools and systems to identify and correct potential HSE hazards; Ensures immediate actions are taken if required by the urgency of the situation
Advise & collaborate proactively with the OPCO Business, Line, and Site Managers to ensure that HSE risks are managed, and performance gaps are closed.
Organizes site inspections, HSE assessments and investigations and initiates and realizes corrective actions in case of deviations, to establish compliance with relevant standards and deviations from standards are detected and addressed. Contributes to / assists with external audits and inspections.
Training & Advice
Ensures all relevant training programs, introduction, and instruction programs on HSE are in place and executed
Provides insights / advice at request or at own initiative regarding quantitative and qualitative HSE developments by means of periodic and ad hoc reports and/or analyses and provide information for management, in order to facilitate informed decision-making taking into account HSE aspects and implications.
HSE tools and systems, Reporting & Analysis
Manages local HSE systems in line with Nutreco policy and procedures, relevant legislation, (certification) norms and/or customer demands, to provide insight into the situation in HSE and reports the required information on HSE performance / progress
Analyses the relevant lagging and leading indicators / KPI's for the OpCo, to take or recommend appropriate actions
Incidents and investigations
Ensures the execution of all activities related to incidents; Is actively (lead investigator) involved in more serious / critical incidents
Takes a leading role in case of (potential) crises and incidents in order to adequately handle and /or settle any crises and incidents
Projects
Executes and/or participates in various HSE improvement projects for the OpCO; may participate in HSE group projects
People management
Ensures that the Site HSE Advisors have the right skills and competences.
Manages and coaches the HSE organization and project teams, motivates employees and managers through feedback and take appropriate action when needed.
Investment / De-investment projects:
Provide support to major projects, merge and acquisition, complex shutdown activities, or major modifications.
Participates in CAPEX projects / project teams to ensure HSE standards are fully included throughout all project phases and fully considered in any design
Communication & stakeholder management
Ensures the communication of HSE policies in the appropriate language and manner, so that all staff are well informed and able to apply and comply with all relevant HSE policies.
Builds and maintains a network of relevant stakeholders / partners, including local Safety Champions, to ensure commitment and communication regarding Nutreco's HSE objectives
QUALIFICATIONS AND EXPERIENCE
Minimum Qualification:
Bachelor's degree in a related field or equivalent experience
At least 4 years of strong environmental and or safety experience in the manufacturing operations and multi-site HSE management
Preferred qualification:
A bachelor's degree in engineering or an equivalent qualification.
Chartered Member of IOSH / Certified Safety Professional (CSP) / Senior Safety Specialist (HVK) or equivalent
Certification and experience as a Dangerous Goods Safety Advisor are desirable
A passion for Safety cultural support in an organisation
Confirmed ability to deliver processes effectively to optimize business resources
Strong project management skills
Business acumen and the ability to partner and communicate effectively with employees and business counterparts
