Summary:

As a part of the Goldbelt Glacier Team, you will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government. As a HealthCare Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.

Essential Job Functions:

• Login/order patient lab tests
• Issue collection kits
• Perform phlebotomy of patients
• Perform sample processing which includes:
  • Centrifugation
  • Pouring off samples into shipping tubes.
  • Plating microbiology samples.
  • Preparing sample shipments.
• Perform/review waived clinical laboratory testing in accordance with established operating instructions (OI), ensuring reporting of accurate results within established turnaround time.
• Manage administrative aspects of waived testing by ensuring compliance with routine quality control and preventative maintenance requirements.
• Track the status and progress of work, making day-to-day adjustments in work assignments in accordance with established priorities, and obtaining assistance from the supervisor on irresolvable issues as necessary.
• Maintain records of work accomplished, time expended, and prepare/review reports as required.
• Consult with other medical staff members to determine their requirements for effective patient care.
• Review OI annually/within 30 days of new procedures being implements.
• Conduct/Document clinical laboratory training through on-the job training.
• Comply with College of American Pathologist (CAP) standards.

Necessary Skills and Knowledge:

• Adhere to and comply with the Bureau of Medicine and Surgery, and local instructions and notices in effect during the term of the contract.
• Practice aseptic techniques as necessary; comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection. 
• Function with an awareness and application of safety procedures.
• Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.
• Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.
• Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.
• Be able to comply with all applicable Federal, State, and local laws, Department of Defense, Department of Navy, Bureau of Medicine and Surgery, and MTF instructions and policies.
• Proficiency in Microsoft Office software applications including Word, Excel, Access, PowerPoint, and Outlook
• Proficient in understanding (reading, speaking, listening, and writing) English.
• Capable of effectively communicating with patients and MTF staff. Knowledge of medical terminology is required

Minimum Qualifications:

• High school diploma or equivalent
• Phlebotomy Certification or Certified Nurse Aide (CNA) Certificate through a nationally accredited agency. The Laboratory Assistant will possess basic knowledge through required certification(s) to perform phlebotomy on children (1 year of age and older), Adults, and Geriatric patients.
• Current certification in Basic Life Support (BLS).
• Must be a US citizen.

Preferred Qualifications:

• An active security clearance is preferred.
• A thorough understanding of the military lifestyle and experience working with military family members.
  
• Working knowledge of relevant military, state, federal, and local laws and resources.
  
• Highly developed written, oral, and presentation communication skills.
