Job Description
Job Summary:
Purchasing Management oversees the supply chain management function in connection with the procurement of materials, parts, components, and equipment for a group/division or other sub-part of the overall organization. May negotiate contracts and coordinate purchasing activities with the engineering and manufacturing departments to maintain inventories at planned levels. Directs the activities of buyers and expediters to accomplish company objectives. Reviews and approves purchases up to a specified dollar amount. May negotiate major contracts involving large dollar amounts. Develops policies and procedures for the operation of procurement activities. Monitors the cost, schedule, and performance aspects of major subcontracts. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

Responsibilities
RESPONSIBILITIES
Oversees and provides leadership and guidance on all purchasing related activities, supplier management, contracts management and strategic sourcing projects of OSV/OSBD sites.

• The position directly reports to the Regional Procurement Director and dotted line/matrix to the Site General Manager
• Ensures that all purchasing policies and procedures are followed.
• Role model of the highest level of ethical behaviour
• Drives Suppliers total productivity cost improvement efforts.
• Drives on time delivery on items purchased.
• Monitors supplier performance.
• Ensures that all contracts/agreements with suppliers are in place and implemented.
• Identifies and build strategic supplier relationship for the long-term business requirement.
• Coach and mentor buyers to continuously improve their skills.

Qualifications
Requirements:

• Bachelor's degree in Purchasing /Supply Chain Management / Engineering / Business Management / or any related discipline
• 8+ years of experience in semiconductor manufacturing and/or Purchasing/Supply Chain Management
• Knowledgeable in various procurement/purchasing processes and tools.
• Japanese Business/ Native + English Business or Middle
• Excellent negotiation skills
• Good business acumen
• Good knowledge of contract terms and conditions
• Excellent leadership, organizational and analytical skills
• Good communication and presentation skills
