3. Purpose of Position（職務目的）
FMG Ramp Solutionsが保有・管理するすべてのGSE（Ground Support Equipment）の運用、保守整備、安全管理、資産管理および法令遵守に関する統括責任を負う。各空港において必要な機材が常に安全かつ使用可能な状態で提供されることを確保する。
Responsible for the overall management, maintenance, safety, reliability, utilization, procurement, budgeting, and regulatory compliance of all Ground Support Equipment (GSE) operated by FMG Ramp Solutions. Ensures all equipment remains serviceable, safe, and available to support operational requirements.

Key Responsibilities
（主な責任） GSE Management & Control（GSE統括管理） English
• 全GSEの統括責任者として管理を行う。Maintain overall accountability for all company GSE.
• GSE管理プログラムを策定・維持する。Develop and implement GSE management programs.
• 機材稼働率および利用状況を監視する。Monitor fleet utilization and operational availability.
• 運航に必要な機材の確保を行う。Ensure sufficient equipment is available to support flight operations.
• 更新計画およびライフサイクル管理を実施する。Establish equipment replacement and lifecycle plans. Maintenance Management（整備管理）
• 予防整備計画を策定し実施する。Develop preventive maintenance programs.
• 点検、整備、修理および校正の実施状況を管理する。Ensure inspections, servicing, repairs and calibrations are completed.
• 整備状況報告を確認する。Review equipment serviceability reports.
• 整備費用およびダウンタイムを監視する。Monitor maintenance costs and downtime.
• 大規模修理やオーバーホールを承認する。Approve major repairs and overhaul activities. Safety Management（安全管理）
• 全GSEが安全基準および運用基準を満たしていることを確認する。Ensure all GSE meets safety and operational requirements.
• GSE関連事故および損傷事案の調査を実施する。Investigate GSE-related incidents and equipment damage.
• 安全な機材使用を推進する。Promote safe use of GSE throughout the organization.
• インシデント発生時の是正処置および予防措置を実施する。Implement corrective and preventive actions following incidents.
• SMSおよび安全方針への適合を確保する。Ensure compliance with company safety programs and SMS requirements. Regulatory & Compliance Management（法令・コンプライアンス管理）
• 関係法令、空港規定および航空会社要求事項への適合を確保する。Ensure compliance with applicable laws, airport regulations, and airline requirements.
• 機材の認証および法定点検記録を管理する。Maintain equipment certification and inspection records.
• ISAGO監査、航空会社監査および行政監査へ対応する。Support ISAGO, customer, and regulatory audits.
• 整備記録および関連文書を適切に管理する。Ensure maintenance records are retained and controlled. Budget & Asset Management（予算・資産管理）
• 年間GSE予算を策定する。Prepare annual GSE budgets.
• 整備費用および運営費用を管理する。Monitor maintenance and operating expenditures.
• 新規GSE導入計画を立案・提案する。Evaluate and recommend equipment purchases.
• 業者契約およびベンダー管理を実施する。Manage vendor contracts and supplier performance.
• 部品在庫および調達を管理する。Control spare parts inventory and procurement. Personnel Management（要員管理）
• GSE Supervisorおよび整備スタッフを管理監督する。Manage GSE Supervisors and GSE Technicians.
• 人員配置およびシフト体制を承認する。Approve staffing levels and work schedules.
• スタッフ評価を実施する。Conduct performance evaluations.
• 教育訓練ニーズおよび力量不足を特定する。Identify training requirements and competency gaps.
• 部門内の人材育成を推進する。Promote professional development within the department. Strategic Development（戦略的改善）
• GSEの信頼性向上および効率化を推進する。Identify opportunities to improve GSE reliability and efficiency.
• 新技術および環境配慮型機材の導入を推進する。Introduce new technologies and environmentally sustainable equipment.
• GSEに関するKPIを設定・管理する。Develop key performance indicators (KPIs) for GSE operations.
• 継続的改善活動を主導する。Lead continuous improvement initiatives. 5. Qualifications（資格要件） Essential Requirements（必須要件）
• GSE整備または管理経験5年以上。Minimum 5 years of GSE maintenance or management experience.
• 空港地上支援機材に関する幅広い知識。Strong knowledge of airport ground support equipment.
• 予防整備管理に関する知識。Knowledge of preventive maintenance systems.
• 管理職またはリーダー経験。Leadership and personnel management experience.
• 予算策定およびコスト管理能力。Ability to develop budgets and control expenditures.
• 高いコミュニケーション能力および問題解決能力。Strong communication and problem-solving skills. Preferred Requirements（歓迎要件）
• 機械工学または電気工学関連資格。Mechanical or electrical engineering qualification.
• 特殊車両または大型機械整備経験。Heavy equipment maintenance experience.
• ISAGO監査対応経験。ISAGO knowledge and audit experience.
• 複数空港におけるGSE管理経験。Multi-station GSE management experience.
• 環境管理・サステナビリティ活動経験。Environmental and sustainability program experience.
